<p>Just Cause 4 will be about the Black Hand im my perception, and I think Rico's dad may be the head of the Black Hand (pulling a "Darth Vader" on him).
</p><p>I mean come to think about it, Rico's dad being in the Black-hand makes allot of sense, his father went awol from the agency after finding how corrupt it is ("Sebastiano di ravello is sitting ontop of a pile of bavarium, which makes him the agencys best god-damn friend") and created a mercinary group to protect countries from its capatalist intentions.
