Those guys from into the den are not called anything so they could be black hand .

@Hallkezz But how do we know if it refers to that character model the mercenary used . The link sends me to a code that say what you written but it dosent show wich character model it is used for.

It is believed that the special units in that mission are the same exact model as the Panau Secret Service, who are mentioned on the PBC a few times. But of course, we can never be sure of what that model was originally meant for. If the developers had Black Hand in their mind at some point, maybe that's what these models were meant for. Only the developers know that for sure.

I don't think panauan secret service are in the gameplay . Also are some of the things in the source code never actualy in the game ?

The Panau Secret Service are very rarely seen patrolling the bridges around Panau City. We have pictures of them.

And yes, there's a number of things in the JC2 files that the game doesn't make use of. These reveal several cancelled missions and locations. And some minor items. The development of JC2 is known to have been long enough that they reconsidered a number of things about the tone of the game. See the article "Cut game content from Just Cause 2".

Yep they definitely considerd them maybe the secret Serviceman were designed to be black hand and have diffrent faces but they most likely decided not to add them in and changed the faces to look more native like it does now but probably forgot to remove the black hand logo on them .

Hallkez the game code players are allowed to look at and change for mods is not the game code that is the game when released . The game code you're talking about is during development.

I think everyone is getting mixed up with royal guards , black hand and secret service agents . Secret service agents are the one in suits that can be seen in the three kings , political debate and one deadly sin . Royal guards are the ones seen in the mission into the den and just cause and they protect the president himself . The enemy in a mercenary must die uses the same model as the royal guard . It was certainly that mercenary that was originally going to be black hand not the royal guards. Now why does the royal guard character model has a black fist it is because the dev forgot to remove it . Evidence for this is with the secret service agent that are seen in said missions are wearing russian flags on them . The ones with russian flag are only supposed to be seen in the three kings when you fight Alexander mirkov.

They are not mentioned to be "royal guard" anywhere in the game. They're just some sort of generic baddies who show up to fight Rico. The term "royal guard" is entirely non-canon and probably only exists in some game file in reference to some cut content. Lore-wise a "president" is incompatible with anything "royal", which is probably why the term "royal guard" never makes an appearance.
