This is a world where a tinpot dictator on a tiny island has pulled multiple nuclear warheads, launch facilities and intercontinental-range delivery systems out of his ass without anyone in the international community knowing about it. This has happened

twice</i>. In the latter case said tinpot dictator on a tiny island also had a
space program <i>at the same time</i>.
<p>Compared to that, hundreds or even thousands of soldiers managing to conceal themselves and launch a counterattack is <i>downright reasonable</i>.

Two Words: <i>Soviet Union</i>
<p>Another two words: <i>Weimar Republic</i> (and that one was even a peaceful transition!)
</p><p>There's plenty of precedent in European history for revolutions eliminating one dictator only to give rise to another within a few decades.
</p><p>That said, Just Cause politics aren't remotely realistic, one only has to look at the expansionist militaristic China in JC2 for evidence of that.
