<p>The games are to a certain extent a parody of some real world things. </p><p>This was most recently evident in Just Cause 3 where Tom Sheldon (a representative of the u.s.) gave The Rebellion CommLinks. In that mission it was implied that accepting a favor from The Agency is similar to accepting one from the mafia, in that the rebels would owe big favors in return.
