<p>Well technically, this needs to be confirmed.

- Maybe she showed up to watch the race, or...
- Maybe she's a super rare pedestrian who just <strike>happend</strike> happened to be there, or...
- Maybe the picture was created when someone switched a normal pedestrian model with Bolo (mods)?
<p>The above theories can be backed up with the following logic: Notice how the normal pedestrian in the distance is walking, but Bolo is just standing and doing <strike>noting</strike> nothing. This is unusual behaviour. This indicates that either:

- If she was spawned there by the mission, as a part of the crowd at the finish line, then she should be cheering and waving her hands. Crowd members normally cheer, but I don't remember if they lower their hands for a moment when the animation loops.
- If she's a normal pedestrian, then the unusual behaviour could be explained by her having only just seen Rico and reacted to him. Civilians can react to Rico as of JC3, but this is disproven by how far past him she's looking.
- If she was spawned there by the player (mods), this would explain why she's not programmed to do anything. As if <strike>the</strike> she just spawned with no further orders.
<p>The logic above indicates that it was most likely done by a mod, but there are many odder things in the game, so this needs investigating. Conveniently I have that DLC, so I guess I'll have to complete
