No, the one on the left is smoking and the ones on the right has a camera and is taking pictures

Because they’re just randomly on the side of the highway. And because I’ve never seen either of these actions before.
Civilians' idle actions appear to completely random.
I've seen NPCs do Soccer tricks
In JC4 soccer NPCs are easter eggs i think
