They have more advanced gear, more effective weapons (not as good as Black Hand's Weapons, but still better than Army of Chaos' trashguns) and Agents have been training for 10-20 years, while Army of Chaos' guys formed only 1-2 years ago
And also the quantity; even if The Agency has less people in organization than Solis new army, they would still win because... grappling hooks 😎
