There's a mission in PC JC1 where a tanker ship flickers like that, but otherwise it's not something that happens on PC.

If it happened on PC, it would normally be a sign that the game has some type of difficulty making use of the video card. And if it consistently happens during a specific mission, it's a sign of poor programming and/or inadequate beta testing.
