There actually are some "good" Black Hand in Just Cause (1) and Just Cause 4.

One of the side missions in Just Cause features some friendly Black Hand troops that don't attack you even if you attack them. It's not known what backstory they have, but they are presumably defectors to the Guerrillas or Riojas or Mendoza didn't pay them enough.

In Just Cause 4, Mira was once a member of the Black Hand. She is obviously good. And then after the final storyline mission of Just Cause 4, some Black Hand units can safely be assumed to defect to the Army of Chaos. I considered them those when I did the Los Demonios DLC.

In some way, they are actually good

Yes, their methods are horrifying, but... look at the Solis. No serious criminals, no banditos and no drug dealers like in other Latin American countries.

Horrifying methods tend to turn good people into bad.

And what about El Abismo?

El Abismo is shown to us as the "good guys", so it's hard to call them bandits
