Only before the events of Just Cause 4, that means before 2018...

But they would still lose the war against the EU, because:

1. Most of EU is in NATO, which means that entire North America will join the war against Solís.

2. United States was and is the only superpower in the world in 21st century, and they also have nuclear weapons.

3. Black Hand, despite having squads all across the world, does have HQ in one of the smallest country in one of the poorest region of the world.

Also fun fact: in real life, Black Hand (weaponized Slavic organization of 1910s) indirectly started World War I

@Domikmika But the US would be with the Black Hand, or at least the Agency would. Because the Agency and the Black Hand seem to have some sort of alliance.

And then you've got NATO, the EU, FVEY, as well as other nuclear powers like Russia and China. Who aren't featured prominently in the JC series, so we don't know how they'll react and who they'll side with.

But then, if the US stays in NATO, they'd have to go against the Black Hand (perhaps they'd be playing both sides). Otherwise, NATO and the US side with the Black Hand, which would make a real WW3, if everyone else opposes them.

This would make an interesting scenario.
