I don't think mixing two main antagonists from the past into one is a good idea. Oscar Espinosa and Gabriela Morales were greeted coldly because of their stereotype character types, uselessness and complete lack of charisma. If new dictator was a mix of Pandak and Sebastiano, no one would ever like it.
But honestly, aren't y'all tired of dictators? I personally think that "evil and cruel ruler of some banana republic" doesn't really fit Just Cause V theme as much as it was in first games. Just hear me out, I ain't saying that dictator-throwing is bad game theme, but it's just boring right now (considering people's reaction on Just Cause IV plot and story). And in terms of lore, we are not fighting governments, soldiers or politics. Rico's mission is just to beat the crap out of the Agency, which is an intelligence organization. The main one in the Agency is that Director whose voice we had heard in the last cutscene of Danger Rising. And it's really interesting who is gonna be that last main villain of Rico's adventures.
