I think Espinosa is. My opinion, he gets others to do what he can’t do himself or is too scared such as tie up loose ends by conspiring with the agency to murder Ricos father and when Rico finally goes to confront him, he runs away like a coward! Now that’s annoying I mean Di ravello was annoying too but at least he held his ground!

She’s up there but i think there is probably some more annoying characters

She's supposed to be annoying, it's part of her character. They dynamic between her is that Rico is like two opposites working together: she's energetic, snappy, and overall crazy while Rico is more well-rounded, straight-to-the-point, and logical. This of course also contrasts what they do (a movie director of an almost unknown studio, and a mercenary looking to overthrow the government)
