Whoever they would be, they'd need to be charismatic and have already voiced at least one villain. They'd also need to sound and act threatening, yet calm. At least for Uzveld.

For Adele Cantrell I might go with the singer Adele, for the singing voice and matching first name. While I am showing her as a villain in the story, I am still taking into account her just doing her job as president.

For Agosto, he would need a voice actor who previously voiced a con man.

For Crook and Nancy, they would need to have a similar vibe to Rico, except with little to no morality.

Wright and Rong would be voiced by people who voiced corrupt lawyers before.

I know these are not names (except Adele), I just wanted to share my answer in a different way as I can't think of most of their perfect va's at the moment.
