The Agency was complaining about
Di Ravellos tactics when he was fighting
De Lucas rebels and allowing them to kill
Dante. It's also revealed that the complaints were silenced when he killed
Ricos parents and gave Rico to the agency as a new recruit.
</p><p>I suppose the agency didn't know how Rico became an orphan and Di Ravello had probably told them that the rebels set the house on fire and that his military had arrived to save Rico.
</p><p>What makes the agency bad here is that they treasure a single new recruit over the lives of an entire nation. They knew Di Ravello had already caused countless deaths (or at least they knew that he could have prevented their deaths).
</p><p>At least the
Black Hand don't lie and claim to be good guys.
