<p>This question came to my mind while I was reflecting on how much I enjoyed the
Mech Land Assault DLC...
</p><p>Anyways, the title pretty much says it all. Chances are we will never know the entire "truth" behind the backstory of the
Black Hand and the
Former Prisoners of Lacrima, but I want to start up a discussion where we all can contribute our own theories just for fun!
</p><p>I'll start everything off by presenting a few facts and observations from
Insula Lacrima as well as the DLC:

Mission: Stowaway
</p>
- Rico is at the military airstrip in the Maestrale province and sees the Black Hand about to transfer a whole group of prisoners to Lacrima.
- Right from the get-go we can see that the PMC has no interest in allowing the prisoners to remain in Medici. So whatever they're all being kidnapped and taken away for, it's not located in Medici.
- Eva tells Rico Rodriguez that the Black Hand kidnapped her because she had overheard some of their plans for Lacrima as well as the Hive.
- This might explain Eva's backstory, but Tom Sheldon mentions to Rico that the Black Hand were kidnapping people from all over the world; Medici included. With so much diversity among the prisoners, it's very likely that they all had different backstories. Some of them (unlike Eva) probably didn't even know why they had been kidnapped.

The Black Hand
</p>
- Maintaining those massive detention camps, like Novola Central must have required a hefty amount of resources in addition to all the guards stationed at the camps. Every one of the prisoners looked pretty fit and able-bodied, which means the Black Hand clothed them, fed them, gave them water, maintained adequate hygiene in the camps, and supplied power to all the cell blocks and other buildings.
- A PMC like the Black Hand is all about making money; cash is king. So it's unlikely that the organization would've covered the enormous costs of those camps unless the prisoners were considered valuable assets.
- There were dozens (if not hundreds or thousands) of prisoners held hostage by the Black Hand on Insula Lacrima.
- Whatever the Black Hand's reason(s), they had to have been "big." Likely tied with that "Global Change Project" we never got to learn more about.
- Whatever the Black Hand had intended for the prisoners, it probably wasn't located on Insula Lacrima. More than likely, the PMC was using them for hard labor; maybe to construct something.
- All of the former eDEN Corporation outposts are abandoned and devoid of human activity.
- The detention camps look like they were used simply for housing the prisoners when not needed by the Black Hand.
- Black Hand personnel are all that can be found at the Weapons Shipment Yard and the Hive.
- As for the Weapons Warehouse, it has a construction site, but seeing how the Black Hand had dozens upon dozens of mechs, why would they have needed to use prison labor?
- Lacrima has no mines, so the prisoners weren't being forced to mine Bavarium or anything.
- If it was a construction project, the location might have been somewhere out at sea because that's one environment where mechs do not perform well.
<p>To sum up, my theory is that the Black Hand kidnapped the prisoners to use as hard labor in some sort of secretive construction project. The location was likely out somewhere at sea, beyond Medician waters, and within close proximity to Insula Lacrima. This is so that the Black Hand could maintain absolute secrecy while easily transporting the prisoners to and from the detention camps.
