Universal Changes
Enemy spawntimes change depending on your distance from a military installation (i.e. shorter when near a military base and longer when far, same goes for outposts and police stations)
Enemies are faster and more accurate at higher levels
Depending on Heat Level, you can get Heat if spotted by enemies even after you're cleared (only applies if you're in a province with < 50% liberation and if you had Level 3 or higher, any Heat level if North of the Wall)
You will get Heat if you are wingsuiting/parachuting (since it's illegal)
Enemy spawns massively decrease in Liberated provinces (but not regions)
Rebel aid has a chance to appear if you are close to a Liberated Base, Outpost, or Town (or the Capital or any of the Coves)

Heat Level 1:
Spawns DRM Grunts. Searches are 30 seconds and are in areas roughly the size of a village.
Heat Level 2:
Spawns become more frequent. DRM Grunts spawn in jeeps instead of trucks.
Elites have a 5% chance to spawn.
Trucks can also be replaced by trucks with gun mounts.
Heat Level 3:
Elites become more common from 5% to 20%.
Jeeps and trucks are fully phased out in favor of armored cars.
Heat Level 4:
Elites fully replace Grunts.
Elites can use two handed and common special weapons.
Heat Level 5:
Medici Military Heavy Gunners have a 10% chance to spawn.
Light Tanks spawn.
An URGA Fura has a chance to spawn, carrying 10 Elites or Grunts
Insula Dracon
Heat Level 1:
Jeeps and armored cars are 80/20.
Female soldiers are common.
Heat Level 2:
Armored cars are more common, now being 40/60 with jeeps.
Female soldiers are less common, though they have rare weapons.
Heat Level 3:
Light Tanks can spawn.
URGA Furas sometimes spawn with 8 Medici Military Elites.
Elites can now spawn, but do not replace normal soldiers.
Heat Level 4:
CS Comets can spawn.
Elites are much more common.
Armored cars replace normal vehicles.
Heat Level 5:
Heavy Tanks fully replace Light ones.
Bavarium Tanks have a 1% chance to spawn.
A CS Baldtjur has a 15% chance to spawn with 6 Elites.
Insula Striate (South of Wall)
Heat Level 1:
Armored cars with Grunts can spawn, but jeeps are more common.
Elites can spawn.
Heat Level 2:
Light Tanks can appear.
Jeeps are fully replaced by armored cars.
Heat Level 3:
Heavy Tanks have a 5% chance to spawn.
Urga Postolkas spawn.
Heat Level 4:
Postolkas are partially replaced by Navajos.
Heavy Tanks have a 50% chance to spawn.
Furas and Baldtjurs begin spawning.
Heat Level 5:
Furas and Baldtjurs are more common.
Heavy Tanks fully replace Light Tanks.
Navajos fully replace Postolkas.
Urga Hroms can sometimes spawn.
Bavarium Tanks have a 2% chance to spawn.

Heat Level 1:
Armored cars with Grunts spawn.
Elites have a 40% chance to spawn.
Heat Level 2:
Heavy Tanks spawn.
Elites are fully replacing of Grunts.

Bavarium Tanks have a 5% chance to spawn.
Furas and Baldtjurs carry 6 Black Hand soldiers.
Tanks spawn more frequently.

Military Elites are replaced by Heavy Gunners, Shotgunners, and Black Hand soldiers.
Heat Level 5:
Urga Mstitels appear, but do not fully replace Hroms
Black Hand Titans can appear.
Bavarium Tanks fully replace Heavy Tanks.
Bombers and Fighters have a 1% chance to appear.
Ptakojesters can spawn and drop 10 Black Hand Paratroopers.

If the Rebellion had a battleship (big, thickly armoured and heavily armed ship) with its navy, what do you think it would be called?
So I decided to head down to Lanza’s cell because why not. I found this however:
A blue bull symbol(the icon for The Rebellion in JC3) and pictures of what I think is Vigilator Sud. This means that Lanza is somehow connected to the events of JC3 or Medici.
Firstly, i would like to thank @TheGamingDoge1 for sparking this idea into my head.
Having both military’s in the conflict would be interesting. Maybe have them have very opposing ideologies, making a 3 way conflict.
It could be a case like the Chinese Civil War, where the two sides struck a deal together (barely) to fight the invading Japanese. Or if not, have Rico try to make peace between them, and maybe unite the two sides with hybrid vehicles, uniforms, and a new hybrid flag (would love to see the flag).
As for territory's maybe there could be an shared island between both and tensions are cuttable with a knife, sparking a (not civil) war. This could have the agency try to profit from it and invade areas while the two sides are distracted, maybe invading oil fields or having strategic ports.
Another thing is: maybe have Rico try to pick and support a side, neglecting the other. Could be a seamless way of having player-choice.
