There is no one hardest base for me in Just Cause 2.

It's none.

Thousands of hours of gameplay usually tend to make every base layout very familiar.

Though I should note

Beware machine gun operators on hardcore difficulty.

I do.

Yeah maybe I make it deliberately harder for myself but

I do fight in VTOL mode.

Kind of used to it that way.

Put in a couple hundred hours in these planes then tell me how easy it is to maneuver them.

Until then, the X700 Flycatcher is not easy to operate in VTOL.

And that's coming from thousands of hours in Just Cause 2 Multiplayer.

Your information is wrong. How are you certain she's been the commander of the Black Hand since 2013?

The loading screen may state "A talented and gifted soldier, Gabriela Morales has been Commander of the Black Hand for 5 years." but there isn't a specific date tied to when she assumed that role. It could be January 2013 or December 2013, Heck, it could even be early 2014 or late 2012.

Would you know? There's no specific date, so it remains unknown.

Edit 1: And also, it's not known whether that voice is Gabriela or not. The voice is through a modulator, so it's unknown. It could be some variant of eDEN or some other Black Hand commander. If it is not 100% certain it is Morales, then it's not her.

The Rebellion is only ever seen manning roadblocks four times: during Missile Cowboy, An Act of Piracy, Tangled Up in Blue, and The Shatterer of Worlds.

The Army of Chaos is seen manning roadblocks at the frontline and during Windwalker: The Stormchaser.

Even if the front doesn't count, they still are seen manning a roadblock during that one mission.

I will bet right now none of those characters are returning except maybe Bolo Santosi as an easter egg.

The above 8 characters save for two never appeared in Just Cause 4. Di Ravello "returned" as a cow in Just Cause 4 but he is dead. And a ghost haunting Rico is almost unheard in the Just Cause Universe.

Gabriela Morales may have defected to the Army of Chaos when she gave Rico Oscar's plane location (or at the very least left the Black Hand), but she was never seen again after Operation Illapa. Coupled with her only other appearance in Operation Whiteout, she is essentially a minor character in Just Cause 4 at best.

Mira might have suggested "having an army is a good idea" but she is never heard of again during any of the DLCs. To me, that means the character is done.

While Mario may have been a high ranking member of The Rebellion, he now operates Frigo and Etcetera. He can't just leave his business behind like that.

And Miguel... well... maybe he was never shown being killed in Just Cause 4, but the chances of him surviving Di Ravello torching his household are... almost zero. Rico was specifically stated to be orphaned as a result of Di Ravello's actions. Orphan means no parents. Hence, Miguel is probably dead.

Bolo Santosi is the only character that has appeared in every game except for Just Cause (1). Her appearances in Just Cause 3 and 4 were only cameo appearances as easter eggs, but it's highly doubtful she will return to Reapers leadership if she's a successful DJ now.

Look at the U.S. now and tell me the country is not the laughingstock of the world. Rising cases due to people refusing to get a vaccine, political gridlock resulting in absolutely nothing being done,

And an invasion of the mainland United States? Sure it may seem impossible, but right now I doubt normal American citizens could care less compared to having their liberties being infringed upon (they aren't.)

The Global Change Project became cut game content for Just Cause 3 for some reason that no one knows yet. Even if it became Project Illapa, it was never mentioned again anywhere else, so Project Illapa could've been some other completely different project.

If the U.S. isn't attacked in Just Cause 5, then Danger Rising will have been for nothing.

U-7 Dravec - Not as fast as the CS7 Thunderhawk, but can still devastate a large area.

By the way, just because someone thinks the Flycatcher is the best doesn't mean it's easy to operate.

I've operated VTOL Si-47 Leopards and G9 Eclipses and they are not easy at all to control.

The X700 Flycatcher might be the first proper VTOL aircraft in the game series, but that does not make it easy to navigate. At all.

If it is not set in the United States

Then Avalanche would come under fire for basically deceptive advertising.

If that Agency logo around Washington D.C. is not some Agency military base

Then the Danger Rising DLC will basically have been for nothing.

Rico is getting old. He's also fought the Black Hand across two countries before Solís.

Sure he may still have a joking attitude sometimes but old age usually has side effects of crankiness.

He got tired of fighting the Black Hand across three countries.

Would you get tired of fighting the same enemy across 5 games?

Finished the base game yeah but never got any of the DLCs.

And completed just about everything else to 100%.

If the Solíno Military were composed of ex-Black Hand units plus those others, than they would definitely have an advantage.

Even if the Army of Chaos and new recruits apparently cannot go up against the world's most powerful private army (which is total BS), they still have ex-Black Hand operatives who would have months if not years worth of experience against their former operatives.

And even if by some chance the ex-Black Hand Solíno Military cannot defeat their former operatives by themselves, strength in numbers beats anything.

Also, depending upon how far one is in the storyline of Just Cause 4, the Black Hand units fighting the demons in Los Demonios can either still be Espinosa-loyal Black Hand or defected Black Hand units to the Army of Chaos who haven't changed their uniforms/camouflage scheme yet. If the latter, they have been fighting the demons for at least days. If they can handle a centuries-old plague, they can handle pretty much anything.
