The panauan airforce is a complete joke. They're the only ones who don't know how to use their planes weapons, as can be easily proven by flying another plane in front of their plane during heat. In fact, they can barely fly in a straight line with out crashing into mountains. And even if they could use those weapons, what would they even use them for? They only have MGs (not very useful in a modern war) and unguided rockets, which are only useful for bombarding ground targets. What kind of a serious airforce would waste modern fighters by only equipping unguided rockets?
And as for the body armor used by the Black Hand: This was actually addressed on the Solis Hoy radio by one of the hosts who used to be a BH member himself. He mentioned that the units sent on foreign missions are generally better equipped than the ones at Solis. So obviously, the soldiers on foreign missions had good body armor. The units at Solis are pretty much in the duty of the police. But despite only being second-rate units, they have complete situational awareness and unit co-ordination, so Rico can't just easily avoid heat. In Panau, in some rural areas it's actually impossible to maintain heat, because heat will disappear by the time the next patrol shows up. Solis will have tanks and APCs available anywhere at a moments notice.
The panauan SAMs are the least technologically advanced in the known JC universe. They're enormous, despite the missiles having the least amount of range. And to add to that, it was mentioned in the opening mission that the u.s. sold Panau the "flak cannons", which are 1940s technology, only as recently as Papa Panays rule. That means that they bought those obsolete SAMs some time during the recent years (leading up to the game events). The only advantage that the panauan SAMs have is that, as seen during the first mission, their bottom platform is a bunker, which means that the SAM launcher is meant to remain protected from long-range weapons until enemy aircraft are detected in the vicinity.
They are not mentioned to be "royal guard" anywhere in the game. They're just some sort of generic baddies who show up to fight Rico. The term "royal guard" is entirely non-canon and probably only exists in some game file in reference to some cut content. Lore-wise a "president" is incompatible with anything "royal", which is probably why the term "royal guard" never makes an appearance.
Items like those platforms are normally not at correct scale in video games and therefore can not be used as a trustworthy scale.
As far as we have been able to estimate, Rico seems to be about 180 cm tall and Mario (when standing next to him) seems to be about as tall, if not marginally shorter.
3 would be needed for redundancy. And you want stuff to be redundant when it's important. But yes, you wouldn't launch missiles/bombs on your own base to defend it from 1 guy.
Similarly, you wouldn't put anti-ship sea mines into the immediate vicinity of your own ship, at a port. Nor would a sane person put giant mines like 10 meters away from critical infrastructure that you're trying to defend.
Each base that has a "FOW" needs some way to track a human-size target on very uneven terrain. No normal radar can do this and certainly not the types of radars that would be mounted on small planes. Normal military radars (on the ground) have difficulty seeing planes and missiles, if the terrain is obstructing their view. This is how planes are able to avoid radars by flying below a radars minimum detection altitude. Radars on planes can't do it, because it's ridiculous to think that the planes computer would have a detailed 3D image of the entre nation, so that they could use it for reference, when scanning the ground. No plane that small can have a strong enough computer to try to model the movement of all small objects. Imagine sending planes to carry out a million money airstrike, each time a radar detects that a tree moved in the wind.
In any case, a generator is generally used to generate electrical power, which in turn is used to power just about anything that needs to be powered. This can include any of the bases unknown sensors and computers that would be responsible for somehow tracking attackers.
But yes, it makes no sense at all that a normal plane that drops missiles/bombs would be defined as a "FOW" (the same as a ground-based missile system and a ground-based artillery system).
That could maybe even tie into the Just Cause Movie, assuming that it'll ever actually get done.
In more recent times they have actually made some mods for it. Most notably, a mod that allows the spawning of any vehicle in any faction version (including some beta vehicles) and the multiplayer mod. A number of unused building models and stuff have also been found in the game files, but due to the difficulty of making use of them, they have not been able to make reasonable use of them.
Simply declaring a contest isn't going to suddenly bring a lot of new editors. But have you considered putting all the ones you have into a single gallery?
Tom makes a number of appearances throughout the usual storyline and the DLC expansions. The DLC missions are irrelevant to the main story and can be done after the main story, or at any time in parallel to the main story.
I'm not sure what you mean by being bothered by him. If you're referring to him inviting Rico to the starting point of a DLC mission, then you can simply keep ignoring that until you feel ready to do the mission.
Good luck finding what it is. We didn't manage to find any meaning for it. Unless it's something hidden in game coding, which would require modding.
Maybe Tom figured that driving is a very important part of the job and that the other skills can be trained. The grappler was a new invention during the events of JC1, so previously he may have relied much more heavily on vehicles and vehicle stunts.
That's weird. I have made no major customizations to the JCFF wiki that might make it incompatible with browsers. I know some wikis have all sorts of complex custom coding. One such example is how we've made it so that admin user page links can appear in a custom color, but that's not the sort of thing that should make a wiki dysfunctional. Most of the infoboxes have unique coding, but those are also something that shouldn't change anything, because nearly all the JCFF infoboxes use the fandom standard coding.
