I think the Solis is inspired a lot by Brazil, so my best guess would be that dialect of Spanish.

I think it should be done entirely in CGI like Tintin and feature Antonio Banderas as Rico Roderiguez.

I would have made Baby Panay a more prominent character and given him some humor to him. I think he could have benefitted from being a ridiculously over-the-top caricature of the "Spoiled Brat" type dictator.
