Update: Have played (and finished) Just Cause 4 as well as Los Demonios and Danger Rising. Best Just Cause game yet. Not sure if I'm going to do Dare Devils though.

So, like, re-oppress a base or outpost, tick off the military, and run? What I usually do is hitch a ride on a random car driving down the road and wait until I find a DRM vehicle, and then I start shooting at it. Once they send more units out to get me I usually kill all but one of them so they can call for reinforcements. I keep doing this until I get to a high level of heat.
Oh sorry I meant in Just Cause 3.
What's the best way to pick up heat fast?
