<p>Ok for starters analysation of in game cutscenes would potentially allow Oscar to survive (his plane would DEFINITELY have parachutes on board) but his plane would be gone anyway. So it's possible he survived, but people would think he's dead after his plane lightly sprinkled farms and possibly the USS Watchdog. As for the Los Romeros plane, extensive testing with an EM-979 & a tornado has revealed something startling. It wouldn't be Oscar's plane, it's most likely Leon's.
</p><p>Ok let me explain. I flew an EM-979 into a tornado from the south, at a reasonably high altitude. The plane proved itself able to climb through the Tornado & into the clouds, before landing on rough terrain. Given that
Leon_Espinosa apparently went down in a Tornado, it's possible his pilot pulled the same stunt, surviving & leaving the country for his own safety. So we have a whole new problem. Did Leon Survive?
