The strangest glitch I discovered was a tornado glitch after Operation Windwalker that basically made the tornado larger than default.
During the mission, I blew up the wind cannons you were not required to protect. After that, I failed the mission by dying. When the mission was completed, I returned to Zona Tres. The tornado appeared much larger and stronger than usual but it still followed the same typical paths as before.
When restarting a new save and returning to this exact scenario, it would occasionally touch down at either F3 or F4 "intensity", and sometimes the glitch would not work altogether. To my knowledge I haven't heard this mentioned, so perhaps I am the first to discover it.

I don't know the eastern and northernmost boundaries until dissipation. It probably would reach there, but I don't have the DLC installed.
I cannot unfortunately. The tornado automatically dissipates when near the desert region. It can co-exist with a blizzard though.
Yes. I used wind cannons and the Prospero Skycrane and slowly moved the tornado north. It takes a little bit of patience.

This also assumes Solis is politically and meteorologically stable BTW, because we don't know what would became of Solis post-revolution.
