Abdul Ishak is found in the Park District at Panau City, at the top of a small office building at X:4220; Y:11276.
He can uniquely be killed with the grappler by pulling him over the edge of the roof and letting the fall kill him. However, all of the other colonels cannot be grappled. This needs confirmation.
