Description

It is the headquarters of The Agency.

It's a skyscraper in Washington D.C., surrounded by other skyscrapers. The interior is mostly brown.

Little is known about this place, because it's only been vaguely featured in 2 mission cut-scenes.

Rogue Agent

The discussion between Maria Kane and an unknown high-ranking man, at the end of the mission Rogue Agent (Just Cause 4, Danger Rising DLC), is implied to have occurred here, but that time the location is featured only on a map.

Prologue Mission

This location is directly featured in the opening cut-scene of the Prologue Mission (Just Cause: Mobile).

Carmen, a high-ranking official, is at her office. She's looking at a computer screen with "Access denied" written on the page she's trying to see. Suddenly she points a pistol at a hooded person who entered. Rico Rodriguez, a former agent, is wearing private clothing with a hood that conceals his identity. He takes the hood down and they have a brief argument:

Rico: "It doesn't have to be this way, Carmen."

Carmen: "You betrayed the Agency, Rico Rodriguez. This is the only way it can be."

Rico: "If you ever change your mind... I'm sure we'll find each other."

Rico then runs and breaks a window as 3 soldiers in white uniforms fire automatic weapons at him and presumably miss every shot. He wingsuits his way down and away from the building as Carmen watches through the broken window.
