The reason for this is: "The Mountain Rescue ending near him needs confirmation."
Near Kampung Pokok Ru, in Pelaut Archipelago at X:26405; Y:5430. Unusually for a colonel, he's not guarding anything particularly important.
The mission Mountain Rescue ends in his vicinity, so unless the player has already killed him in advance, it will result in heat and a shootout.
