Uhh... yeah. There's the thing with The burning of the north. The Timeline of the Just Cause universe is so messed up with JC3. Pretty much nothing fits. At times there's references to Di Ravello taking power in the early 1960s and then in the 80s and some as recent as 10 years before the events of the game. Really there's no solid evidence to suggest that Di Ravello did anything in the north, but long story short, all settlements in most of Insula Striate were at some point burned down. Then a wall was built to cut that area away and now there's only bases there. There's also a The Night of the Bonfires, but that has a set time of 10 years ago and couldn't have been the same as The burning of the north, unless JC3 is set in about 1996. And how could that be, if JC3 is set after the events of JC2, which already established a timeline with Rico joining the Agency in the mid 80s! The same mid 80's when Di Ravello allegedly took power! I'm pretty sure they purposely messed up the timeline to troll us.
Anyway, most of San Esperito looks like Cuba, or some other real nation in that region. That means relatively poor. So if you're lucky enough to be rich enough to live in the cities, then San Esperito might not be too bad. It's certainly better than Panau, which was left in a civil war.
Medici is the only politically stable nation really, so if you're not into living in a poor nation with war and crippling crime, then that's the best place.
I don’t really know were I would live... Maybe Solis in Quya or Nueva Voz
If I had to pick a place to live in all of the nations:
San Esperito: Don't know. Never seen Just Cause 1 gameplay.
Panau: Either in Panau City or in the countryside of either: East/west Tenah Reya or Panau Tengah Bay
Medici: Pretty much anywhere, but if I had to pick one place it would probably be one of the mansions in Citate Di Ravello or a country house in Sirocco.
Solís: Somewhere rural in the grasslands, because pretty much living in any other biome would suck due to the poverty there.
