César Pedrone is a character in Just Cause 4.
Personal info[]
He has many strange conspiracy theories involving several types of aliens. He seems to easily get distracted and thinks the world is out to get him. It is strongly implied by his ridiculous theories and Mira's reactions to them that in universe he is considered insane.
He lives and works at hangar 6 at Aeropuerto General Benitez.
He is a fan of the movie "Space Station Zero", by Garland King Studios. He also likes the book "Mechanical Failure", which is a real novel written by the actor who voices César in the game, Joe Zieja.
His last name is revealed on one of the loading screens.
Career[]
When Rico goes to meet César, Mira warns Rico of his strange behavior and to keep an "open mind" when seeing him.
One of his theories is that the tornadoes at Solís are created and controlled by "the reptilians". Rico and Mira are at first confused but then interested in his knowledge because his theory that the tornadoes are controlled turns out to be true.
Rico meets him again in the mission Windwalker: The Stormchaser, where he explains more of his backstory. He used to be a pilot for Emsavion. It was his job to test fly each aircraft. One time he apparently saw a UFO of sorts and changed his flight path to chase it. He had even taken pictures of it, but he was still fired and ridiculed for it.
He designed the Stormchaser vehicle and helps the Army of Chaos during the missions Operation Windwalker and Operation Illapa.

- Believes that the reptilians are known for using weaponized gamma radiation and that all it takes to protect from this is tin foil. He takes Rico's word for it that it would really take at least 2 inches of lead.
