Based on the unusual, post-modern and electronic style of its appearance (along with the fact that it shoots lightning), it is an experimental, prototype weapon.

Holding down the primary fire button will charge up the weapon for a brief period of time (less than half a second). After the short charge up, the weapon emits a completely straight beam of blue-white electricity. Spread and recoil is virtually nonexistent, making this one of the most accurate weapons in the game. That being said, the electric arc obstructs view of small targets (such as infantry) far away, making it difficult to aim at longer ranges. The weapon has short to medium effective range, as the electricity beam just disappears completely if it travels for more than ~100 meters without coming to contact with anything. Each mag can hold up to 1000 units of ammunition, which allows for prelonged fire before needing to reload. Strangely enough, the weapon can hold a maximum of two mags, with the second being much smaller and holding up to 300 units. Although the HUD sometimes displays the ammunition units remaining, its normal ammunition readout is a bar, representing the amount of ammo left in the mag.

This weapon has a rather strange kind of ammunition: a somewhat large clip of 1000 "bullets" that can be in use for a long time and a smaller clip consisting of 300 "bullets". The bar represents the clip, and the amount filled in the bar is the ammunition you have. As the gun is in use, the filled parts of the bar decrease until it is empty. This makes the storm grenade a very effective weapon against multiple or many armored enemies all in one area. They vary in damage output, color, and explosion radius, with white being the lowest in all three factors, blue in the middle and powerful blue being the highest. White strikes are only effective against infantry, blue strikes can take on armored and unarmored vehicles, and powerful blue strikes can destroy pretty much any destructible object caught in the blast.

If Rico gets directly hit from it, he will almost be killed and the screen will turn black-and-white. A white lightning strike is best used against infantry (with or without body armor, it doesn't make much of a difference) and unarmored or lightly armored vehicles.

One of these strikes is already powerful enough to take out three-quarters the armor/health/hit-points of a [[Warchief Assault Tank]] or a [[Prizefighter Tank]] making it critically damaged and almost destroyed. This is indicated by the vehicle appearing to be cracked, misshapen, charred and flaming. This type of lightning can also destroy an [[Armadillo 9M]] or a [[Bloodhound Siege Heli]] in a single hit. Just two of these blue lightning bolts are powerful enough to critically damage a [[Conquistador Warship]], making it almost destroyed. Almost all Chaos Objects, large or small, armored or not, can be destroyed by one strike of this type of lightning. The blue lightning blast makes a large explosion of mostly blue and partly white electricity that engulfs its target and most likely instantly destroys it.

At the end of the storm period, a final, extremely powerful and destructive bolt of lightning strikes. This lightning bolt can be identified by the electric-blue beam being thicker and larger than other lightning bolts, and the massive explosion of blue electricity it makes when coming to contact with the ground. Its damage output is tremendously, extremely high. This lightning bolt only occurs once per storm and will hit wherever the storm grenade was fired at, whether there are targets there or not. This ultra-powerful blue lightning strike is manually aimed, so it is best to make it strike the toughest, most armored enemies (by directly firing the storm grenade at the target) such as the [[Conquistador Warship]], [[Spearhead Transport]] or a very large and durable/armored chaos object like the [https://justcause.fandom.com/wiki/Radars_in_Sol%C3%ADs#Enormous_radar_dish largest type of radar dish].
 
 
It is proven through testing on many different armored targets that the final blue lightning bolt can completely penetrate all ''destructible'' objects'/soldier's/vehicle's armor in one strike of lightning (completely indestructible objects such as buildings, terrain, walls etc will remain unharmed, but they can be charred/cracked/burnt. Be it [[:Category:Just Cause 4 Vehicles|heavy tanks, armored boats, APCs,]] [[artillery]], destructible but very armored fortifications, other military facilities/black hand infrastructure or more, the blue strike of lightning would utterly obliterate them in one strike. Anything - destructible or not - hit by the final bolt of lightning will appear charred and flaming. If objects struck by this type of lightning have any remains, those remains appear to be bent and molten, as their surface is glowing orange and take some sort of liquid form. This result can be speculated as the lightning's high heat melting and vaporizing the target, making it collapse or blow up.
 
 
No matter what target it is in the target area/explosion of the final, most powerful lightning blast, it would be destroyed without a single remain (such as vehicle/military asset structures) nor a trace of its past existence except for flaming dust and ash. This lightning blast is so powerful that it is capable of instantly destroying even the toughest destructibles in the game, from a [[Warchief Assault Tank]], [[Bloodhound Siege Heli]], Titan and Colonel, to a [[SkyCastle Cargo Jet]], [[Conquistador Warship]], the massive [[Spearhead Transport]] (along with everything on the transport), and the largest of [[:Sabotage destructable objects|chaos objects]], which includes even the heavily armored, very durable and very difficult to destroy [https://justcause.fandom.com/wiki/Radars_in_Sol%C3%ADs#Enormous_radar_dish enormous radar dish] worth 10,000 Chaos Points in one single blast. The last strike of blue lightning can also instantly kill any type of soldier, leaving no remains except their weapons and ammunition.
 
 
The last lightning strike will also leave an "illusion" crater, meaning that it only appears as a smoldering hole but has the same properties and behaves as normal terrain (the ground/floor). The crater appears to be a charred black spot on the ground along with a deep hole filled with flames and smoldering, bright orangeish liquid, probably molten materials melted by the lightning.
 
 
An effective way to use the storm grenade is to fire it at a crammed area of heavily armored chaos objects. After the white and blue lightning striking period is over, the blue lightning bolt would hit approximately around your target area. As it can destroy all destructible items, the final blue lightning bolt’s explosion would completely and utterly pulverize the armored objects in its large radius. This makes it efficient to quickly gain lots of Chaos points to get squads. This strategy can also be used when surrounded by many tanks and/or other armored vehicles, as the lightning would take them all out in a few strikes of lightning. This is also an effective way to loose heat by zapping and destroying enemies chasing Rico. Yet another way to use the storm grenade is to clear out an area filled with many enemies- infantry, vehicles, tanks or (somewhat rarely) boats- that the player has trouble approaching. The lightning can easily, quickly take out even the strongest, toughest enemies while Rico can stay out of harm's way and wait for the storm to kill/destroy most of the threats.
 
 
However powerful this weapon may be, this does not mean the weapon has its downsides. The lightning, and the blue lightning strike in particular, does not discriminate between ally or enemy, meaning enemies (Black Hand facilities/assets, Black Hand vehicles, Black Hand soldiers), allies ([[Army of Chaos]] soldiers and Army of Chaos vehicles), neutrals (civilians, cars), and even Rico can all be caught in the blast. This can result in heavily damaging/killing Rico or killing friendly rebel forces. The main blue lightning bolt that strikes at the end of the storm, as described in the above few paragraphs, can destroy most things, which also includes an instant and definite one-shot-kill for Rico, making it dangerous for the player to stay in the area where the lightning is striking.The storm grenade is also not advised to use when doing missions requiring the of protecting/escorting specific people/objects. This is because the lightning strike is very powerful and will deal heavy damage to otherwise mission-critical characters such as hackers, Mira, Sheldon etc or important objects like radar towers, transmitters, communication masts etc (despite there extremely high health), resulting in failure of these types of missions. In short, don't use the storm grenade near mission-important stuff/people.
 
 
The storm grenade is also not the easiest used secondary fire for a weapon. Besides the lightning sometimes not hitting Rico's intended target, the storm grenade does not always work outside of the rain forest or grassland biome. The rain forest and grassland biome is the only place where the secondary fire is guaranteed to work. Also note that the secondary fire strikes targets without warning. While a lightning storm not triggered from this weapon causes sparks to crackle on its target before striking, this weapon's secondary fire causes lightning to instantly strike, giving Rico no time to dodge. While the lightning doesn't directly, intentionally strike the player (as in it won't strike vehicles Rico is in or Rico himself), it may strike a helicopter Rico is hanging/stunting on or a vehicle Rico is standing on, resulting in killing or at least heavily damaging Rico.
 
 
After testing by some people, it is believed that approximately 30% or more of the numerous white lightning strikes triggered by the storm grenade are "decoration lightning", meaning that they exist only to contribute to the appearance of the storm grenade’s storm. These white strikes of lightning are somewhat proven to deal no damage since they only make soldiers stagger back and freeze for a while. Sometimes, these lightning strikes just fade out in mid air, which could be speculated as cloud-to-air or cloud-to-cloud lightning. They are easily identified by the fact that the decorative bolts of lightning make no explosion when coming to contact with the ground, if they do hit the ground.
 
 
On top of that, to ensure the lightning storm strikes the player's designated area, always make sure the storm grenade comes to contact with the desired target. This is because the final, super-powerful lightning bolt only strikes once so it is best not to waste the final blue lightning strike. More importantly though, if the storm grenade does not hit the ground near the player's target area, the lightning will strike where the storm grenade ends up. For example, firing the storm grenade at the sky, artillery-style will result in the storm grenade hitting somewhere far away. The lightning storm will then spawn in that area instead of the place the player wanted it to be. Since that area is so far away, the game will not render it in, so no lightning will seem to strike at all (unless the player gets close to the area).

The DA 9.3 Lightning Gun (aka DA 9.3 "Lightning Gun", the name that the game seemingly prefers to use) is a weapon in Just Cause 4.

Description

As the name implies, it is an experimental/prototype weapon that "shoots" lightning (electricity, really) instead of ordinary ammunition. Its primary fire emits a continuous stream of electricity while triggering secondary fire launches a grenade that summons a thunderstorm, making lightning strike targets in the immediate vicinity.

Appearance

The weapon bears a futuristic, sci-fi theme. Its overall shape somewhat resembles a shotgun, but the barrel of the Lightning Gun is thicker than that of most single-barreled shotguns. It's actually a bullpup, because the lightning battery (what it uses as ammunition) fits behind the main grip, as revealed in the reload animation. It has electrical cables, battery-like devices and other odd electronic parts on it. It is mostly white and grey with a few yellow and red parts. Sometimes, it may appear somewhat brownish, but this is just the lighting and the heavy yellow filter of the game (the closeup was taken with the yellow filter lessened). What appears to be a grey barrel shroud is mounted on the forend of the weapon, beneath the barrel. A green, night-vision-colored sight (resembles a reflex RDS, except its completely green) is equipped as well. It is entirely cosmetic and does not function in the game.

The weapon is unique and it is safe to say that it does not draw inspiration from any real life weapons.

Performance

This weapon's primary fire shoots a continuous stream of "lightning" while its secondary fire launches a "storm grenade", which summons lightning to strike targets in the area. Primary fire is effective against infantry and most chaos objects, but not so much against heavy armor, especially armored vehicles. The lightning from the secondary fire has high damage output, but is imprecise and may not always work in the player's favor.

Ammunition for this weapon can only come from supply drop, or rarely from weapon crates because no NPCs- Black Hand soldiers or Army of Chaos rebels- wield this gun.

Primary fire

Holding down the primary fire button will charge up the weapon for a brief period of time (less than half a second). After the short charge up, the weapon emits a completely straight beam of blue-white electricity. Spread and recoil is virtually nonexistent, making this one of the most accurate weapons in the game. That being said, the electric arc obstructs view of small targets (such as infantry) far away, making it difficult to aim at longer ranges. The weapon has short to medium effective range, as the electricity beam just disappears completely if it travels for more than ~100 meters without coming to contact with anything. Each mag can hold up to 1000 units of ammunition, which allows for prelonged fire before needing to reload. Strangely enough, the weapon can hold a maximum of two mags, with the second being much smaller and holding up to 300 units. Although the HUD sometimes displays the ammunition units remaining, its normal ammunition readout is a bar, representing the amount of ammo left in the mag.

The weapon's primary fire is fairly versatile, being effective against infantry, most chaos objects, small destructibles. and unarmored vehicles. It is capable of downing a Black Hand private in under a third of a second. Soldiers equipped with body armor are noticeably more resilient, but just over half a second of continous electrocution should kill them (save for Titans and Colonels/Super Elites, who can stand up to several seconds of continuous fire). Strangely, the electric current is unable to go through the shield of a Riot Shielder or Defender Machine Gun. See the Trivia section below.

As one could expect from an electroshock weapon like a Taser, there are no bonus damage points for zapping enemy person in different parts of the body; hence, there is no need to aim for the head.

The Lightning Gun is noticeably more effective at destroying chaos objects than most small-arms. However, it is no substitute for an RPG or grenade launcher.

That being said, the weapon suffers in terms of anti-vehicle abilities. Even completely unarmored civilian vehicles can stand up to a few seconds of continuous fire; as one may expect, it is practically useless against tanks and armored warships. Armored vehicles can be taken care of with the Lightning Gun's secondary fire, the storm grenade.

Secondary/Alternative Fire

Note: This section has a lot to do with a Lightning storm. See that article for additional related information.

Triggering secondary fire whilst using the weapon will launch a storm grenade. Upon impact, the grenade will explode in a small flash of sparks that will trigger explosives or cause disorient infantry but only take little damage. Within seconds, a lightning/thunderstorm shows up. Lightning will strike targets in the immediate vicinity of the storm grenade.

Lightning types

Main article: Lightning storm and its sections White lightning, Blue lightning and Powerful blue lightning.

There are actually three types of lightning: white, blue, and powerful blue (blue+)+. They vary in damage output, color, and explosion radius, with white being the lowest in all three factors, blue in the middle and powerful blue being the highest. White strikes are only effective against infantry, blue strikes can take on armored and unarmored vehicles, and powerful blue strikes can destroy pretty much any destructible object caught in the blast.

Strategies

However powerful this weapon may be, this weapon still has its fair share of downsides. Lightning does not discriminate between friend or foe, meaning enemies (Black Hand facilities/assets (eg chaos objects), vehicles, soldiers), allies (Army of Chaos rebels and their vehicles), neutrals (civilians, civilians'/unoccupied cars), and even Rico can all be struck and often killed/destroyed by lightning. As a result, it is advised not to use storm grenades when carrying out missions that require certain objects and/or people to remain intact (undestroyed) and/or alive, despite the fact that said entities often possess an incredible amount of plot armor.

Besides the lightning sometimes not hitting the player's intended target, the storm grenade does not always work outside of the rain forest or grassland biomes. Also note that the secondary fire strikes targets without warning. Lightning from a usual lightning storm with rain and clouds causes sparks to crackle on its target before striking, giving the player time to stay clear of the area. Lightning summoned from the Lightning Gun's storm grenade does not give any kind of warning as to where and when it will strike, giving the player no time to dodge.

Locations

  • Very rarely found in weapon crates around the map, mostly in military bases and outposts. Weapon crates in the Illapa base have a comparably higher chance of spawning Lightning Guns.
