Espia Alta is a military base in Just Cause 3.
Description[]
The base is in a big hole in the ground. It looks like a valley, but there's a river/canal passing through it with two exits to sea. Both canal exits are caves.
Its description on the map says: "Sister base to Espia Bassa, Alta's location was long known as a hotspot for unexplained aerial sightings before the General decided to establish a military facility there. Could there be a link between the area's mysterious history and its giant satcom dish?"
This base is likely a part of the Medici Space Program.

Xbox One During the Destruction Frenzy that takes place in this base, if the player were to enter the Urga Bkolos 2100, a CS Navajo will spawn inside the stunt ramp above the base, causing the helicopter to blow up, thus starting the challenge.
