Main factions[]
The Agency[]
Main article: The Agency
While technically never participating in any direct hostilities against the Panauan Government/Panau Military, through Rico Rodriguez's destabilizing actions through the course of the game, The Agency can be considered a faction.
Panau Military[]
Main article: Panau Military
As the armed forces of the Republic of Panau, the Panau Military are the main antagonists of Just Cause 2.
Over the course of the game, they lose 9 strongholds, including military facilities, a village, and a drug plantation.
Reapers[]
Main article: Reapers
This faction is one of the three major criminal gangs in Panau, with a presence large enough to be considered a threat to the Panau Military. What separates the Reapers from the other two major criminal gangs is the Reapers' ideology of Marxism-Leninism.
Over the course of the game, they capture a base researching jet propulsion, a supply depot, and a chemical processing factory.
Roaches[]
Main article: Roaches
This faction is one of the three major criminal gangs in Panau, with a presence large enough to be considered a threat to the Panau Military. What separates the Roaches from the other two major criminal gangs is the Roaches' ideology of capitalism.
Over the course of the game, they capture a port, an oil refinery, and a drug plantation.
Ular Boys[]
Main article: Ular Boys
This faction is one of the three major criminal gangs in Panau, with a presence large enough to be considered a threat to the Panau Military. Unlike the other two factions with ideologies, the Ular Boys do not seem to possess an ideology, instead seeking to restore their ancestral right to Panau.
Over the course of the game, they capture a nuclear power plant, a very important holy site to the Ular Tribe, and a weapons depot.
Lesser factions[]
These factions are much smaller than the aforementioned ones, but they still qualify as factions.
White Tiger gang[]
Main article: White Tiger
This gang is heard of in the beginning of the game, with Karl Blaine saying "Well what I heard is that [Tom Sheldon] went up jungle, started some kind of criminal gang." After completing the initial three stronghold takeovers, the faction leaders will communicate to Rico that they found information for Rico about this gang.
Eventually Rico causes enough chaos to unlock the mission The White Tiger. During the course of this mission, Rico saves Ken Pang, a gambler in debt to the Gambler's Den Gambling Group. After saving Ken Pang, Ken leads Rico to an abandoned cargo ship in the desert, where, after Rico picks up a standard Agency dead drop, leads Rico to the missing Tom Sheldon, who reveals himself as behind the Sloth Demon persona. After fighting off the Panau Military, Sheldon states he will disband the White Tiger gang, stating "Their job here is done."
Although smaller than the three major criminal gangs, this gang appears to have still fought the Panau Military, as revealed through the broadcasts by the Panau Broadcasting Company. They are also known to have stolen at least one Fengding EC14FD2.
This gang's members include:
- Tom Sheldon as the gang leader known as the "White Tiger."
- Ken Pang.
- The driver of the Fengding EC14FD2 at the end of The White Tiger.
- Possibly the person who acts as the mission trigger for The White Tiger.
Gambler's Den Gambling Group[]
Main articles: Gambler's Den Gambling Group (their base) and The White Tiger (mission when they are present).
This group is known to operate at the Lengkok Sungai Gambler's Den, presumably operating the settlement as... a gambling institution.
At some point, Ken Pang fell into debt with this organization. Eventually, the debt accumulated large enough that the gamblers had enough, and scheduled Ken Pang for execution.
Unbeknownst to them, Rico planned on saving Ken Pang so that Ken Pang would lead him to Sheldon, which resulted in Rico wiping out the entire organization during the events of The White Tiger.
This group is known to operate in two places: Lengkok Sungai Gambler's Den, and a small outpost not too far from there.
Their members are armed with at least one revolver, at least two SMGs, at least 3 shotguns, at least 4 sniper rifles, at least 4 pistols, and various other weapons. It is unknown how they obtained these weapons, be it stealing/killing from the Panau Military, stealing them from some factory, or buying them.
Chinese Military[]
Main article: Chinese Military
Led by Zhang Sun, they are eliminated in the events of Three Kings.
They are known to possess 5 Submachine Guns, and 4 crates of special Triggered Explosives, which give off some sparks to reveal their location. These triggered explosives seem to deal far more damage than usual triggered explosives.
Russian Military[]
Main article: Russian Military
Led by Alexander Mirkov, they are eliminated in the events of Three Kings.
They are known to possess a unique SV-1003 Raider, a H-62 Quapaw, many Submachine Guns, and a unique explosive that functions as a proximity mine, blowing up if Rico gets too close.
Japanese Military[]
Main article: Japanese Military
Led by Masayo Washio, they are eliminated in the events of Three Kings.
They are known to possess a unique satellite system (that seems to not actually be in space), at least one Assault Rifle and many Submachine Guns. Masayo Washio's four elite bodyguards can possess any combination of assault rifles, machine guns, and shotguns.
Imperial Japanese Military[]
Main article: Stranded (mission)
There is also the Imperial Japanese Military on Hantu Island. They have occupied the island since WW2.
