This article is about all the game content that has been known to have existed before the release of Just Cause 3, but was cancelled from the final release. For other games in the Just Cause game series, see Cut game content (disambiguation).

Why and how?[]

Game developers often experiment with different game features before deciding on a final form. This often results in awesome, or interesting features being cancelled, in favour of something better/different, or sometimes just to save disk space. This article lists what the Modding community and more observant players in general have discovered.

Several things below may spoil things from the game, or its DLCs.


Microtransactions[]

At one point the developers considered adding microtransactions into Just Cause 3. We know this from the screenshots that were leaked in November 2014, before the game was announced. The game developers denied this and said that they reconsidered their business model to stay with full price games. The final game does not have any microtransactions and is available at full price.

The ingame currency would have been "diamonds". The leaked 2014 and 2015 incomplete versions of the game make many references to them.

Renamed things[]

A select few famous gamers on Youtube were each allowed to play the game prior to release for a total of one day and upload gameplay videos. These videos had different names for many items. Those videos also often had different tags on them, like "Pre-alpha", "Visuals not final" and such.

Renamed vehicles[]

According to a leaked screenshot and some game files, all vehicles seem to have been named something else initially and the names "Urga", "Autostraad", "Mugello" and "Stria" were in most cases added later. The JC3 internal vehicle list can also be used to find some outdated names.

  • "Autostraad D70" became Autostraad D700.
  • "Kletterer 300" became Autostraad Kletterer 300.
  • "Placeholder Name" became Stria Obrero.
  • "Mugello Delphino GLF" became Weaponized Pescespada SS.
  • "Urga Pocomaxa X4" became Weaponized Urga Ogar.
  • "Eubus Eagle" (duplicate) became News Chopper. The pre-launch Rebel drop listed two Eubus Eagles.
  • "Kensington Serpente R" became "Kerner Serpente R12" and then Kerner Serpente R.
  • The brand name "Stria" was renamed from "Solar".
  • Game files call the U41 Ptakojester by the following names:
    • "v4603_plane_urga_cargotransport_mm340" - This one drops paratroopers during a mission.
    • "v4603_plane_urga_cargotransport_military_cargo_tank" - This one is programmed to contain an armored vehicle, but it's not used.
    • "v4603_plane_urga_cargotransport_military_cargo_paratrooper".
  • Stria Kavala has a "LR-V" badge.
  • "CS Assault Chopper" became CS Navajo.
    • Also in a screenshot, one of its armaments was "Helicopter missiles." Now the armaments are simply "Missile" and "Heavy missile."
  • "Mugello Racingsupercar" became the Mugello Vistosa.
  • "solarpw2200" became Stria PW 220 R-GT.

Renamed missions[]

In the JC3 Developer Menu, there is an option to start any mission in the game, but the names of these missions in the menu are very different from the real mission names. These are most likely beta mission names that were never changed. Due to some out-of-place mission names (such as "A Terrible Reaction", a mission about a town being set alight by the military, having the very strange name of "Better Late Then Never"). These mission names could be remnants of an earlier storyline.

Weapons[]

Cut/modified weapon concepts[]

  • Inside some burned down buildings north of the wall (for some reason), there is rebel graffiti showing what appears to be an AK-47 like rifle. A similar weapon can also be found in Teo's concept drawing.
  • In one promotional screenshot Rico is walking towards a spray-painted police station and he has two different pistols, or revolvers in different holsters. It is unknown what those pistols are.
  • The Art of Just Cause 3 book shows a version of the CS110 Archangel in-game, and another version of this weapon resembling the Barrett M82.
  • In the image section in this page, there is an image showing 5 concepts for an unknown Capstone LMG (The image is number 15 in the weapons gallery and it is named "Unknown Capstone Weapon"). This weapon in V005 of the concept drawing bears a strong resemblance to the FN MK48 (Mark 48/Maximi/M249 SAW variant). It also resembles the FN Minimi, Stoner LMG, H&K MG4 and MG5, and perhaps the IWI Negev. It also seems to have some design cues from the Saco Defense M60 and the FN MAG (M240).
  • In the image section in this page, image 11 under "Weapons" shows 15 concept drawings for a "M111" weapon concept. It appears to be an assault rifle/DMR of sorts, depending on the version of the concept. It bears resemblance to the M4 carbine, SIG SG 553, ArmaLite AR-18, HK 416/417, Omen Watchman, and SCAR 20.
  • Image 6 of the weapons gallery shows 9 concept drawings of the CS Spectre Mark V. Concept V004 resembles the M1911, FN FNP-45 and the Beretta 92. In V007, it looks more like an IWI Desert Eagle, also resembling the AMT Automag V and the LAR Grizzly Win Mag.
  • In Annika Svennson's concept drawing, she is holding a pistol that looks a lot like the Beretta 93R.
  • An unnamed sniper in this. It's said to be completely functional in the game files and can be made use of via Modifying (JC3). It's the 25th image in the weapons gallery below.
  • "URGA UZHAS 14.5" (according to HUD), "Urga Uzhas 120" (according to writing on the weapon model). It is completely functional in the game files and can be made use of via modifying. It is a giant sniper rifle that is meant to always spawn on the same tripod as the Urga Vulkan. It can be detached from the tripod and carried, but this looks somewhat ridiculous with Rico holding it at hip level. Despite the giant size, it does only about 1/10 of the damage per shot that the USV 45 Sokol does. This indicates that the weapon was cancelled from further development before the performance was fine tuned. Judging by the size, it is possibly an anti-tank rifle. The weapon model clearly has a bolt with a handle (for bolt-action reloading), but it functions as a semi-automatic. See the pictures in the weapons gallery below and a demonstration video in the videos section.
  • "Stun gun" - Discovered by a modder, who made it available in a mod. It is reported to be brokenish.
  • "DLC test gun" - Discovered by a modder, who made it available in a mod. It turned out to be some kind of pink shotgun with no sounds and weird projectiles (also has no reload function).
  • "GuitaRPG" rocket launcher has been found in the game files. It is a guitar case that shoots rockets. This was likely the weapon for the cut mafia faction. Rico holds this weapon in a unique aiming pose. This weapon also appears in one of the loading screens in the final game with Rico riding a Stria PW 220 R-GT.
  • One of the pre-announcement leaked screenshots (see below in the gallery) shows Rico using a weapon that is not itself seen. The weapon icon looks like the Grenade Launcher from Just Cause 2. This refers to the fourth picture in the gallery.
  • U-96 Kladivo had a longer barrel in some pre-launch promotional screenshots.

Weapons on Rico's back[]

An early promotional screenshot shows the weapons on Rico's back being pointed downward and being completely paralleled. Now they're pointing up and are angled as a V. The initial option was later used in Just Cause 4.

One screenshot shows there being two Urga Vdova 89 MGs on Rico's back. In the final game it is not possible to carry two of the same two-handed weapon.

Mounted gun top handles[]

The mounted machine guns on vehicles have handles on top, similar to the Urga Vulkan minigun. Maybe it was originally possible to carry them.

"Ricochet chance"[]

All gun-type weapons have this, but it's not an active game feature. It seems that some % of all shots fired were meant to bounce.

Gun-launched trip wires and GE-64[]

"w179_namaste", an incomplete weapon that doesn't function and uses the placeholder model of CS Predator. The files about it do not define any normal ammuntion. Instead it has references to the placement of GE-64 and trip wires. And apparently, Rico is meant to make comments like "I'll just put this right here." and "Hehehehehe." when using it. The unused weapon is functional enough that it fires out a GE-64 model, that sticks to surfaces, but it doesn't seem to do anything.

Vehicles[]

Completely cut vehicles[]

*Nobody knows for sure what happened with the Custom and Premium vehicles. All that is known is that the vehicle files are still in the game. But when the game is modified to make the vehicles spawn, they are exact copies of the default vehicles.

The game files also mention:

  • "v1500_boat_solar_jetski_signature_01" - This could be the Stria PW 220 R-GT, but it's not really known.
  • "v0500_car_solar_oldmini_signature_01" - Could be the Stria Cucciola, but again, it's not really known.

Some large civilian ships also appear in a pre-release promotional artwork, but those have not been seen in the final game.

Similarly in two different artworks some kind of Medici Military ship can be seen, resembling a Kirov class battlecruiser, but this ship has also not been seen in the game. It could be that the Military Corvette replaced it.

In one of those two artworks, tanks with treads can be seen, revealing that the developers had apparently thought about adding tanks with treads into the game. Why they weren't added is unknown.

Mugello Vistosa rear end[]

The Mugello Vistosa is the first JC3 sports car that was revealed in promotional materials. The rear end has been redesigned a little with additional ventilation holes. See the DLC Testcar looks similar due to its lack of a spoiler, but the DLC Testcar does have the additional rear ventilation mesh.

Urga Bkolos 2100[]

Originally the Urga Bkolos 2100 armament was called "Tank cannon small". Now it is "Light cannon".

Weapon on Urga Szturm 63A[]

If you take a close look at the MG on the Urga Szturm 63A you will realize something is wrong with the design. See a close up picture in the gallery below.

The gun mount has a blue ammunition box with a bullet feed that goes nowhere, while the MG itself also has an ammunition box and bullet feed. This means that at one point in time, this vehicle was supposed to have another weapon on top of it.

Antenna on the Imperator Bavarium Tank[]

The Imperator Bavarium Tank used to have a long vertical antenna on the turret.

Rebel Corvette color[]

At 3:14 in the "This is Just Cause 3" Trailer, the paint scheme was more of a proper military paint job (Like the planes). The released game shows the rebel corvette as a hastily painted vehicle like the land vehicles (with the exception of the Bavairium Imperator Tank).

In even more previous concept art, it was revealed to be painted green, and to have a different tail rotor, more resembling one from an Apache or Mi-28.

Police Stria Joia[]

At the same time the Medici Police Department was depicted, the police Joias were seen in a clean form. In the final game, these are now rusted and decaying, indicating they haven't been used for a long time.

According to the "The art of Just Cause 3" book that came with the collectors edition: "The graphic design on this police car was inspired by the Lamborghini's used in Italy's police force. As the game progressed and we phased out the police forces, these cars are now, for narrative reasons, abandoned throughout the countryside but still driveable."

Pre-release screenshots from the Medici Police Department page will show how the Stria Joia would be in a clean color.

Urga Mstitel[]

The Rebel drop shows a picture of a blue Rebellion version that has yellow windows. All helicopters of this type that appears in the game, regardless of version, have red windows.

In concept art, it was also revealed to resemble the Kamov Ka-52 more, featuring a single machine gun mount, coaxial rotors, an upwards pointing tail fin and ordinary glass windows. It seems inferior to the Urga Hrom D, or possibly even the CS Navajo.

CS Comet color[]

In concept art of the CS Comet, it was revealed that it would originally be painted in a navy gray, with the letters "787" on the side.

CS Baltdjur color[]

As revealed through concept art, the CS Baltdjur was originally painted green. No other changes were noticed in the images.

Stria Gioco shape[]

As revealed in concept art, the Stria Gioco originally had a much different grille, headlights. Also noted were larger headlights, windows and wing mirrors. This was originally manufactured by 'Solar', revealed by the label on the rear.

U41 Ptakojester[]

The U41 Ptakojester had many previous designs before the final. First the tail was suppose to be a T-shape tail, similar to a C-5 Galaxy. Secondly, there were little humps near the middle, like the An-225 Mriya, and the cargo door was changed too. The door originally had two latches holding the ramp up, just like real life cargo planes, and the door seemed to be able to be controlled fully on how it comes down, seeing as in the E3 trailer, it's only half way up.

Urga Hrom D[]

The promotional artwork version seems even wider and has large external fuel tanks on the sides. This one lacks color, suggesting it was in development before being changed into a simple design.

There was also at one point, another version of this helicopter which went by "Boss_heli_prototype" in the game files. This helicopter also had a Bavarium shield similar to the Urga Mstitel and Imperator Bavarium Tank. The shield was not a contour but a sphere.

Sometimes the rockets launch themselves when flying at low altitude. The minigun seems to be around the front chassis.

It seems that Di Ravello was at some point supposed to use a shielded Urga Hrom D instead of Urga Mstitel.

Civilian Mech[]

The name in game files is "v0805_car_na_mech_civilian".

The only thing it can do is force pulse.

If the developers had a functional mech then why did they use 2D models in the mission Storming the Hive?

Possible unknown airstrike helicopter[]

In the image in the gallery below, there is a promotional screenshot of Rico shooting atop a Stria Campania 115 while a Urga Postolka attacks him.

There is also a very obvious airstrike coming down, probably to hit Rico.

The problem is, there is no helicopter in the game that delivers airstrikes. The CS Navajo, Urga Hrom D, and Urga Mstitel are armed with rockets/missiles, but they all shoot straight, while these are obviously seen to curve down in an airstrike like pattern.

While the screenshot could be seen as Rico firing a Dionysus PLDS-H on his position and then presumably getting away from the blast zone, said gun brings down missiles at a indiscriminate rate, not two at a time, making this assumption unlikely. It could also be that the scene is within Cima Leon: Centcom as the base's FOW calls down a rain of explosive missiles.

Unarmed Urga Postolka[]

An unarmed Urga Postolka has been found in the files of the Bavarium Sea Heist. The game does not make use of this, but it is possible to spawn it using mods.

Locations[]

Citate Di Ravello[]

Citate Di Ravello in an early screenshot has a communication mast in the area between the old town and Di Ravello's palace. For unknown reasons the communication mast does not appear in the released game.

Le Galera[]

Le Galera is depicted at 4:01 in the "This is Just Cause 3" trailer as having high voltage power lines in the beta. The line lead from the docks to the electrical station in the "first" courtyard. This does not appear in the final game.

Sirocco[]

In an early screenshot, the destructible concrete bridge connecting Sirocco Nord and Sirocco Sud is missing. The road leads up to the place where the bridge should be, suggesting the screen shot was taken mid development.

The gas station north of Cirilla is missing. Cirilla, and Sirocco itself by extension has more dense foliage.

Vigilator Nord[]

In Nerd Cubed's first video on the game, the military radar array is in much better condition and there is a Stria Obrero with explosive barrels. This does not appear in the final game.

Removed towns[]

If you look closely at the bus stops' timetables you can see some towns that are not in the game. It is unknown whether they are just the unmarked towns or the towns mentioned were meant to be in the game but were scrapped.

More rigs at Scolio[]

The game files contain fragments of additional offshore rigs around Scolio (area added in the Bavarium Sea Heist DLC). These items do not appear in the game, unless they're loaded with a mod.

The file responsible for them is "dlc3_satellite_base_test.bl", so they might just have been meant for game developers to test game features. The file is located at dlc > bavarium_sea_heist > locations > sea > dlc3_satellite_base_test.bl

This would be one of the bigger Scolio rigs, located in the north-west of the Stingray. The main rig has no detailed texture and the area has a number of giant white panels as some kind of place holders. There are two items of significant interest: 3 parked Squalo X7 boats and a unique floating metal walkway/road that reacts to waves and vehicle weight. Judging by the incomplete look and the location name, this set of rigs was only ever suppose to be a testing area. See the videos section below for this.

Incomplete aircaft carrier[]

The aircraft carrier from the mission Welcome Home is said to be located somewhere around the Scolio area. It's not a complete ship, though. It's only a flight deck with a tower next to it and the mission shows it from an angle that doesn't expose it. It can be loaded into the game through modifying.

Technically this is not cut game content, as there is no indication that it was ever meant to be a full ship.

Additional settlement, or outpost[]

Somewhere in Val de Mar (co-ordinates needed) is a spot of land with no buildings, or other items of interest on it. It can be identified by being completely flat and about the size of an average outpost. It is believed that the developers wanted to add some kind of an additional settlement/outpost there, but reconsidered, or forgot about the prepared spot. Or maybe, in-universe, the Medici Military, or civilians had prepared a spot and hadn't gotten around to building there yet?

Colle Salrosa[]

Strangely, when Alessia reports on this town being liberated, she will state something along the lines of "...no more speaker towers, statues, or propaganda vans. We must never stop fighting!" However, a Propaganda Van never spawned here. This may be some kind of cut game content.

Additional large island in the north[]

Some areas of the island is featured in a game trailer. The island itself was found in some kind of a leaked beta version of the game. It's located where Insula Lacrima eventually ended up being. See the videos section at the bottom of the page for more about it.

Items of interest on the island:

  • Bavarium mine:
  • Several areas with tall narrow plants that normally only spawn under water. These grow in areas of sand that look like small deserts in an otherwise normal Medici countryside.
  • Private house at a small lake. This lake has a wooden dock with some lily pads that are not present anywhere in the final game.
  • Small volcano with glowing lava that can be walked on, but unlike the crater at the Volcano island in Medici, this area has no red heat effect and Rico takes no damage from the lava.
  • Road with a bright lime-colored surface texture.
  • Most of the roads on the island are not properly connected to eachother. They just randomly end.
  • Some agricultural fields.
  • One end of the island has a vertical cliff that can be safely grappled, but which has a very unfinished look. It seems to have a very stretched out normal grass texture that the nearby surface has, as opposed to a rocky texture that one might expect from a vertical cliff.

Factions[]

Medici Police Department[]

According to pre-release promotional materials, the Medici Police Department was supposed to be in the game as a functional police force, but this was cancelled. The modifying community has found models and script settings for them in the game files.

The police is still mentioned in the collectible Di Ravello tapes.

Mafia[]

Just like the police, model and script remains still exist in the game files. According to the "The art of Just Cause 3" book that comes with the collectors edition of the game, Looch is one of the mafia characters. The book also has about 10 drawings of different mafia member heads.

These guys were likely armed with the "GuitaRPG" weapon.

There's a cut character "Salvatore", who has the character model of a man in his 30s. He might have been a member of this faction.

Black Hand[]

Apparently there was another character model called "Elite" that for unknown reasons, didn't make it into the game. It heavily resembles the in-game "Aegis" character model, of which, it is possible that "Elite" was renamed to "Aegis" and the old Aegis model (second character from left) was scrapped. (See gallery below)

Black Market/game menu[]

The leaked screenshots also show several different ways for the Black Market/game menu to be displayed.

Originally Rico was supposed to access an unknown menu named "Profile" on his Grappling hook (see gallery below). It listed provinces, which due to the game being incomplete, were named "Province O" and "Province B" at "REGION1". It also listed "Air Time".

The final design of the Grappler still has a small screen on it that displays multiple statistics. The full-size grappler model that came with the collectors edition of the game also has the same screen and allows a better view:

  • The parachute has been open for 30 seconds.
  • The time is 13:56.
  • There's 2/3 of battery left.
  • The player is heading to the north-west.
  • There's a challenge 3000 meters to the north north-east.
  • The player has traveled 437 meters down from where he jumped.
  • The player is currently in the air and has been in the air for 38 seconds.

Burnt town LOD[]

The burnt towns in Insula Striate look much lighter from the distance. The light walls are only visible at the most distant LOD level. Maybe they were originally suppose to have lighter walls, like the usual ancient ruins, or maybe they were normal towns, until changed to appear in ruins?

Abandon Ship at day time[]

According to some pre-release screenshots and a video, this mission was supposed to take place during the day time, but the mission now takes place at night entirely.

Also, a part of the opening cut-scene was used in a trailer. That cut-scene was later remade for the final game. In the final version Tom is not wearing his hat and the discussion takes place at Dimah's lab, instead of an empty room.

Kasabian trailer animated sequence[]

The beginning sequence of the "Kasabian Trailer" is animated and features multiple things that don't exist in that form in the final game:

  • Suspension bridge that resembles the bridges around Panau City. There are no suspension bridges in Medici.
  • Rico's Mugello Vistosa does not have a spoiler. Originally the rear end of that car was indeed different. See above in the "Mugello Vistosa rear end" section. The different Vistosa still exists in the game files, allowing some Modifications (PC only) to spawn it for use.
  • The CS Navajo in the video is armed with a machine gun, in addition to the missiles. In the final game it has two types of missiles and no machine gun.
  • The Urga Postolka in the video is armed with a single machine gun in the front center. In the final game it has two, mounted under small wings on the sides.
  • Rico is armed with an unknown rocket launcher. There are several Rocket Launchers in Just Cause 3, but not that one.
    • It could be a Fire Leech in beta form. The design looks vaguely similar to it.

Remnants of the original soundtrack[]

There are a number of usable sound files, featuring unused music.

Now they could only be useful for modifying the game.

It could be parts of the original soundtrack composed by Henry Jackman, from before it was decided to get a new soundtrack from the composer Zach Abramsonm. Or these could be the sound files that would have been associated with the cut mafia faction.

One would need the some modding tools to unpack the game archives, to get to these files, but they are all listed below here.

Tracks:

Unused mission dialogue[]

There are a number of unused mission dialogue lines (sound files of the different characters talking) in the base game and the DLC expansions. See the videos section at the bottom of the article for a longer coverage of this. The more notable mission-effecting ones are:

  • The mission The Watcher on The Wall originally involved Rico using a special motorcycle with a bavarium EMP that was going to explode when crashing into the chased helicopter. This was how Rico was going to disable the helicopters shield. Rico complained to Dimah about her inventions upon hearing that the motorcycle would explode.
  • There are a number of Eden (a.i.) lines for use on the eDEN Airship.
  • There was meant to be an a.i.-guided tutorial for the Mech when Rico first used one. Rico complained that this is boring and found the "child lock" annoying.
  • Rico noted that the Hive has questionable structural integrity due to lack of maintenance and just looking fragile. He speculated that a loud cough could cause a collapse.
  • The Hive was originally meant to have additional rooms with no enemies and only dead scientists. Also, the Former Prisoners of Lacrima were going to accompany Rico into the Hive in the mission Storming the Hive.
  • According to the a.i., there is 0 days since the last work accident. This unused line is present in both the Mech Land Assault and Bavarium Sea Heist.
  • The Stingray was going to have some kind of a laser obstacle that Rico was going to have to avoid.

Leaked beta versions of the game[]

Two pre-launch versions of the game have leaked. Both of them have references to microtransactions and a multiplayer, but according to programming experts, the development of these had already been cancelled by the time the 2014 version was made.

  • One of these is said to be from 2014. This version has the microtransactions menu that was leaked in a selection of screenshots. Those screenshots were the first leak about JC3 and the earliest evidence of the game being in development at all.
  • One of these is said to be from 2015.

Multiplayer[]

The leaked beta versions of the game have a number of references to multiplayer. The multiplayer commands have no effect, or produce error messages.

Known game modes and features include:

  • "Collectibles" - It's unknown what these would have been, but it was going to be possible to "Collect Trunk" and "Steal from friend".
  • "ROMs" - These were some form of challenges, but details are unknown.
  • "Store" - Place to buy vehicles and weapons.
  • "Diamonds" - In-game currency for buying things from the store. The "diamonds" were meant to be purchased as microtransactions for real money.

Global Change Project[]

In the DLC mission Storming the Hive, Tom Sheldon mentions that the Black Hand were abducting people for their "Global Change Project".

Such an operation is never mentioned or seen again. The next DLC was Bavarium Sea Heist, where the Black Hand were looting whatever they could from Insula Scolio, but they made no mention of this project again.

Even into Just Cause 4, where the Black Hand were shown to have three re-education camps with prisoners, this Global Change Project is never seen or mentioned in the game.

It's not known if Rico freeing all the prisoners on Insula Lacrima made the operation impossible or if the developers were planning something massive but scrapped the idea, but acknowledging their mech supply was compromised likely has nothing to do with this project.

Some Insula Lacrima locations, like the Unnamed port at N 40 52.250 E 5 35.700, have some Black Hand shipping containers. Oddly, those containers have "Global Exchange Project" written on them instead of Change, almost as if there was a development error. In-universe, this can be explained by there being both a "Global Change Project" and "Global Exchange Project" in the works.

It is possible that the developers already knew that JC4 would feature weather technology, while making JC3, but the details of the plot were not yet certain. So the "Global Change Project" could have been replaced by Project Illapa.

Unused random encounters[]

  • "Bombs Away" - There is an unused Random Encounter in the game files, called "Bombs Away". It's similar to the "Aerial Assassination" encounter, which triggers when the player uses a helicopter. The "Bombs Away" encounter is meant to be triggered when the player is in an armed plane. It can be played in the incomplete 2015 version of the game. Alessia asks the player to drop some bombs on some government goons.
  • "Cast Away" - This encounter is already marked as "has been cut" in the 2015 game version. This game version has a test island for triggering and testing random encounters. When triggered there, the missions spawns a flare out at sea. Upon approaching, one of two possible voice messages (Alessia?) informs the player that a rebel is in trouble there. When getting near them, there's again two possible voices (male and female), informing the player that they're experiencing technical difficulties with their boat and need to get back to land. The encounter doesn't have an end program, so getting them to land doesn't do anything, requiring the player to fail the mission (for example by killing the rebel) in order to end/exit it.
