Muro Fortaleza is a military base/power plant in Just Cause 4.

Description[]

Quote from the map marker: "This dam was built by the Black Hand decades ago. The effects of local businesses mean that many eagerly await the waterfalls return."

It's a big militarized dam with many naval ships and soldiers occupying it.

It's said to be a hydroelectric dam north of Altoyaku. It has 4 turbines that generate electricity.

The mission Fortaleza Release is about destroying 4 turbines and 4 generators and then opening the floodgates. This is done so it couldn't generate power for the Black Hand.

There's an underground area accessible by an elevator in the reservoir.

A small airstrip is located at this facility.

  • 4 main generators (get destroyed during the mission here). These are at the bottom of the the reservoir, accessible by elevator.

  • Speed stunt: Use any vehicle to pass through the ring faster than 65 km/h (or 35 knots).

Location[]

This base is located roughly in the north-western section of Altoyaku in the rain forest. The lake seems to be filled by melting snow and ice from the neighboring mountain biome.

Trivia[]

  • The usefulness and history of this dam is controversial and strange, and that's not mentioning the practicality that this defies logic.
    • As seen during the mission here, the turbines and generators are located not at all where they would be on any real dam.
    • Apparently the dam was built by the Black Hand. This is strange, considering they are the military, not a construction company.
    • According to the map description of some nearby settlement and/or statements from the mission Fortaleza Release (quote needed), the dam's original purpose was to power the surrounding civilian settlements, until the power grid was redirected to make the dam power Project Illapa only, if not primarily. This apparently causes problems with power availability in the civilian settlements.
    • According to statements made in the mission, the Army of Chaos want to destroy the dam's ability to generate power for the Black Hand, but the same mission unlocks capturing the area. Capturing the area would easily allow anyone controlling the dam to decide what to do with the generated power, so the contradiction is that it should be obvious that capturing the dam intact would be infinitely more logical than destroying it.
    • According to the dam's own map description, owners of some local, presumably tourism-oriented, business believe that they could benefit from the dam's destruction, because a resulting waterfall might attract tourists. This business plan is very suspicious, considering the already large number of waterfalls all over Solís, including on the surrounding rivers only a few kilometers away.
