Guardia Feno I is a military outpost in Just Cause 3.
Description[]
Guardia Feno I is a small military outpost located on top of a large mountain in central Feno. Among its military infrastructure is two large helicopter landing pads, where helicopters such as the CS Navajo and Urga Racek can be found. According to the in-game map description, the outpost is used to launch routine air patrols. A Medici Military CS Navajo will spawn above the outpost until the outpost is liberated by The Rebellion.
The outpost has impressive panoramic views over Lavanda due to its elevated position in the mountains.
The in-game map description states:
"Medici's skies are among the safest in the world, due to no small part to outposts like Guardia Feno I, which launches routine patrols and scrambles choppers to assist in frequent uprisings throughout Feno."

The outpost is located on the top of a mountain in central Feno within the Insula Fonte region. It is on the border to Lavanda and overlooks the town of Lantuina.

Sometimes if the player leaves Rico in the loading screen for too long before liberation, one of the helicopters at the outpost may take off with nobody in it, hovering slightly above the helipad. If this happens the helicopter will not attack or interact with Rico unless it is destroyed, hijacked or otherwise pushed away.
An explanation for this could be that a soldier got in the helicopter before the soldier had loaded in, meaning that by the time the player reaches the outpost the soldier despawns.
So far this has only been reported in one case with the CS Navajo.
