Loji Bahan Bakar Fossil is a military base and a power plant in Just Cause 2.

Description

All three Panau Military attack helicopters here. The one at left is a Sivirkin 15 Havoc, the one at center is a AH-33 Topachula, and the one at right is a UH-10 Chippewa. The AH-33 Topachula in this screenshot is where it spawns, while the Sivirkin 15 Havoc is summoned as air support and the UH-10 Chippewa was brought here by Rico.

It looks like a major industrial area, like most others found in Pelaut Archipelago, but it's actually a power station. The name means "Fossil Fuel Power Plant" in Malaysian.

The station consists of a middle hold, containing six big Oil Cisterns that store the oil used for fuel in the power plant and an outer area with Guard Towers. The cisterns are connected to the power plant with large pipes. There's a main building with fuel pipes connected to it from the cisterns.

The area is restricted, even after completion and is heavily guarded. 2 miniguns are at the entrance like many other bases and a SAM launcher is located in the eastern corner of the base. Another notable detail is that there's a Rocket Launcher between two of the cisterns.

This is the only known oil thermal power station in Panau. The San Pedro power plant in Just Cause (1) is the San Esperito counterpart to this plant.

After the base is completed to 100%, the place remains a restricted area, but the place is almost deserted save for a door guard near the miniguns.

Speculated facts

The facility was recently erected by Pandak "Baby" Panay's regime and takes advantage of its location near the Emas Hitam Oil Refinery by using fuel oil from it. The water boilers are most likely inside the main building. Next to each pair of chimneys there's a small, square-shaped building. Most likely, there's a steam turbine inside each of these. The power plant would then have two separate units, each connected to one of these turbines. The water used in the process is most likely sent out into the nearby strait. Unlike the other power stations, there's no substation in the area. The transformers are probably stored inside one of the buildings. Nothing is known about the efficiency, but real plants similar in size to this one can produce up to 120-300 MW (Megawatts).

Trivia

• This is one of the few bases with an unequal number of Broadcast Towers and Generators. Usually there is one generator to every tower.
• There is no plausible explanation as to why a Rocket Launcher spawns here, but it certainly can come in handy in destroying this base's destructibles.
