Mr. Moreau is a character in Just Cause 3 and is part of the Bavarium Sea Heist (DLC).

Career

He was appointed by Eden Callaghan to be the eDEN Corporation's head of research. He is the man who came up with the idea of naming the weather research base Stingray, which Eden describes as cute. It is believed that he died in the electrical accident that occurred in the Stingray Base.

He is only known from the third Eden Callaghan tape - "Weather and Electricity" - where Eden mentions him near the end of the tape.
