For experts only." This suggests Mugello is Italian, or at the very least named after someone or something of Italian descent.
- There is also a map of Italy in Cauda.
- Medici is heavily inspired by Italy.

Salirosa is one of the names for a 15th century mythical island in the Atlantic Ocean. The name roughly translates as "the island of devils". No such island ever existed, but it was marked on several maps at the time and it was the embodiment of multiple legends.
- The small dog easter egg at Soliana is called the "Salirosan Skramp".
- The map description for Celata is: "The cozy inlet of Celata was once home to a rowdy tribe of Salirosan fishermen. Urbanization and the march of progress have reduced Celata's population and size; now, it is the sort of town that youngsters leave and the elderly retire to."

Through secret Agency operations, the United States is known to support illegal armed factions in multiple other nations to install subordinate regimes to fund the nation's interests (satire of American imperialism). This is accurate to CIA operations all over the world throughout the Cold War.
- 1955-1975: The Agency carried out special operations in Vietnam, Laos and Cambodia as a part of the Vietnam War.
- At some point in history, Papa Panay's government is said to have been installed in Panau by a secret operation, in which Tom Sheldon participated.
- The U.S. is known to have sold Panau Flak Cannons.
- The Agency was involved in forging evidence in favour of Di Ravello, to help him seize power in Medici. This was a part of a deal to buy Bavarium and ignore human rights violations in Medici.

The nation is unnamed, but as reported by the Solís Hoy radio, their leader, General Fernando Torres, visited Solís. That nation is a customer of the Prospero Group (buying weapons and/or military vehicles) and is known for having human rights violations.
"Over 100 nations"[]
According to the map icon for Prospero Balística: "This factory exports weapons to over 100 nations in addition to being the largest manufacturer of Black Hand weaponry."
It is not known what countries this factory exports these weapons to, but it is highly likely a majority of them are to third world countries. Based on the relative look of Solís in its rather poor state outside of the cities, Prospero likely sells these to countries that rely on foreign weaponry for defense. First and second world nations usually have enough money to produce their own armaments.
"Overseas units"[]
In the Sargento side mission Beachhead, Sargento states that several overseas Black Hand units were summoned to return to Solís to help put down the Army of Chaos. It is unclear what countries they are from, but San Esperito and Medici are not points of origin for them.
"the Gulf to the South Pacific"[]
The Agency submarine USS Westward mentions this submarine was deployed to support the Agency's most crucial operations in these sections of the world, but it's not clear what countries this submarine was deployed to if it even was countries it was deployed to. The Gulf and the South Pacific are very large areas with points of interest in places far beyond any sovereign jurisdiction.

The opening cut-scene of Just Cause 4 mentions that Rico has "deposed half a dozen heads of state", but some of the countries were not named.
San Esperito, Panau, and Medici are marked 2, 1, and 3 respectively, but 4 is somewhere resembling Mali, 5 is near French Guiana, and 6 is near what appears to be the southern coast of Iran.
Unless the developers made a mistake (or if the Black Hand used a different system besides order of dictators deposed,) Rico deposed San Esperito's Salvador Mendoza first then Panau's Pandak Panay.
It is unknown if these unnamed countries will be depicted in the future or not, but the game series has generally stayed away from real nations.
Patagonia[]

This is actually a region divided between Argentina and Chile, but still administered by both countries.
Rico and Tom discuss this location in the mission Thunderbarge: Ion Coil Delivery. It is revealed that there was a banana stand there and that Tom drove their car and crashed it into a tree, which caused a notable delay in their mission.
Asteria Mountains[]

It is not really known if Asteria is a nation, or a region within a nation. The Firebrand training base is located there.

- It should be noted that some of the countries on here are not exactly countries, such as the North Atlantic Treaty Organization (NATO) or the United Nations (UN). However, as influential and noteworthy government organizations that are mentioned somewhere within the four games of the Just Cause Game Series, it makes sense to include them on this list.
- Base Aérea Yanacagua's description states, "This Air Force base, protected by Prospero Torretas automated defenses, coordinates the Black Hand Airforce in Solís and around the globe." It is not known what other countries the Black Hand are deployed to, but if this base really does coordinate Black Hand aerial forces around the world, this base would be considered one of the most important military bases in Solís, similar to something like Fort Knox in the United States.
