Papa Panay is a character in Just Cause 2.
Personal info[]
He was born on October 2, 1951.
He's the father of Pandak "Baby" Panay.

He was placed in office by The Agency. Tom Sheldon was personally involved in that operation.
Before his death, Papa Panay was the closest thing to a benevolent leader that Panau has ever had. He was a democratic and capitalist President of Panau. More importantly, Papa was in the Agency's pocket and a close "personal" friend of Tom Sheldon.
Several more or less reliable sources report Baby Panay's involvement in the car bomb that killed him. According to the Agency, Pandak Panay was the one who assassinated Papa Panay.
Regardless of how he died, the new ruler of the nation is nothing like the old.

- According to Colonel Ismail Omar's PDA page, that colonel was rewarded for killing everyone at an entire village. This happened during Papa Panay's rule.
- According to Colonel Abdul Rahman's PDA page, Rahman is of the old school of Panau Military and once served in the presidential security detail under the rule of Papa Panay.
- His name might be a reference to a man called Francois Duvalier, whose nickname was "Papa Doc".
- Just Cause 3 also has a few very minor characters who are never interacted with and whose pictures are found in the game files. Example: Simone Corso.
