Its a rig off the coast of Medici, but in the province of Maestrale.
The in-game map description states: "Di Ravello's twin obsessions - maintaining order through military might and strip-mining Medici of all of its precious Bavarium deposits - require thousands of Barrels of Petrol a year. Platteforma Maestrale I works around the clock to provide fuel for the Medician war machine."
