Puerto Tullu is a military base in Just Cause 4.

Description

In-game description: "This refinery is responsible for refining and distributing petroleum products to the Sierra Qacha region's military installations."

It's a refinery and a port for the Black Hand. It has multiple docks and a shipwreck in the middle of the ports bay.

This place is a good place to farm chaos points if you have secured all regions, since Black Hand soldiers will spawn even after securing the region. They spawn at the fuel tanks near the southern entrance of the base.

Location

In eastern Islas Kaupyes, north of Watasumag.

Trivia

• It is one of 3 ports that have a specific type of region strike mission, the others being Puerto Diego and Puerto Espada.
• This base (really port) is one of two military base-marked settlements with a rare phenomenon: at least two Warrior Offroaders carrying Army of Chaos soldiers who wield random Black Hand weapons spawn after liberation. The other base with this rarity is Prospero Torretas.
• In addition to being the name of one of Otorongo's generals, Tullu means "bone" or "skinny" in Quechua. 
• After completion, Black Hand soldiers and vehicles can continue to spawn in large numbers in some areas of the port, even if Rico does not have heat. Normally if the player has heat at a liberated settlement, there will also be lots of Army of Chaos soldiers spawning.
