Random encounters are a type of mission in Just Cause 3.

Rico can meet many random civilians in Medici, who may need a little help.
Random encounters pop up on screen very often and the type of encounter often depends on what vehicle the player is using.
Some missions unlock additional flare and beacon crates. These are needed for Rebel drop. These award crates have unlimited usage and restock like as any flare crate at a base. Also, missions that unlock specific crates can be repeated, even if the target already has an unlocked crate. These resupply points are always in the same place as the ending position of the encounter, so there can be resupply points unlocked in odd places such as fields or beaches.
All encounters can occur at any random location in Medici.

Grounded Boat | Right at the end of the first cut-scene of the mission Friends Like These..., there will be a citizen whose boat is stuck on land. Just double-Grapple the boat back into water and watch him drive off. The boat just has to be in the water, accidentally overturning (due to excessive tether force) the boat after it becomes waterborne will not fail it. Sometimes, a person that is near will say: "I know that guy! His boat is grounded!". | Outside of that mission, this random encounter can occur on any beach around Medici. |
Clear the Sea | At coastal locations, some rebels may ask your assistance to clear a minefield. The mission requires the player to stand on the boat (Usually Custode 29) and use the Mounted Gun, but its path is often too erratic for it to survive the trip. The boat does not start moving unless the player is inside. The mines themselves can be cleared with any method, such as another boat, the grappler, or a helicopter. | Outside of Vico Maquerello and Citate Di Ravello. This encounter is particularly rare. |
Aerial Assassination | If Rico is in an armed helicopter, he may be asked to attack a '13 Vigueur. The target has the same character model as a commander. It is not necessary to complete the encounter with the helicopter - simply killing the target will do. | Anywhere on land. |
Make it look like an accident | Alessia calls and tells you that an enemy collaborator is being picked up in a '05 Charmant. Hijack it, then drive to the target. They will be next to a damaged '13 Vigueur. Pick them up and then destroy the vehicle to kill them. The subject always makes some complaint ranging from a dirty interior to lateness, then complains while you drive, asking you to hurry up. Depending upon your location, there may be a cliff to either side of the road, or a body of water, which will make destroying the vehicle much easier. The target NPC uses a random civilian model, so it may differ. The target can die from a variety of methods including vehicular flipping or just straight up crashing into an object or even just entering water (swim out once in, or just jump out before it plummets), some of which do not require actually destroying the vehicle. If you blow your cover (vehicle destroyed/heat) or the target dies to anything else, the encounter fails. Merely damaging the vehicle will not prevent it from proceeding it normally. | Anywhere on land. |
Crate Delivery | Transport a crate to some area. | One fairly common occurrence is at the lighthouse on the mountain above Cava de Rebelles. A rebel who needs a small crate of items transported to a cave entrance down the hill. It's advised to grapple the item to a helicopter and then fly over there because simply grappling it to the target has a very high risk of the item ending up in the sea, potentially making it inaccesible. Another location requires the delivery of such a box to the starting point of Connect the Dots. A variant of this mission is a rebel stating the crate contains socks and that socks are important. |
Stuck Gate | In most towns in Medici, random citizens will ask Rico to help them open a gate that's stuck/closed outside a house. The best way to force the gate open is with the grappler, by dual-tethering it to the environment and the gate, then carefully retracting it. It's also possible to push the gate with a vehicle, if driving very slowly. Hitting the civilian or breaking the gate fails the encounter. | Anywhere within or near a town or city in Medici. |

Out of Fuel | A random civilian's random car is out of fuel. Getting close to the civilian will create map markers for the nearest gas station. It is easy to deliver the vehicle using the grappler. If the gas station/vehicle is destroyed or if the civilian is hit, the encounter fails. The vehicle however does not have to be in pristine condition. | The vehicle out of fuel can appear anywhere on land, but it always ends at a gas station. |
Vehicle Delivery | A civilian asks Rico to deliver a vehicle to some location. | A civilian at Agro may ask you to deliver their Mugello Furia MS-316 to a location only a few hundred meters away. They say you have a tendency of blowing things up but trusts that it will not happen this time. A person could be waiting at the destination. If they are present, they will get on the motorcycle, but will not drive it, even if the motorcycle (along with them) is grappled onto a road. A woman may ask you to deliver a Vintage Stria M7 to her brother. |
Extraction | An Urga U17 Akrobat needs to be delivered somewhere. | At Vulture (once completed) some male rebel might tell you that he promised to fly/transport for a rebel colonel. You have to fly a Urga U17 Akrobat to a destroyed small town and land safely on rough terrain. This can also take place at Guardia Plagia II, where a rebel may ask you to fly a Urga U17 Akrobat to the southern shores of Costa Sud. Apparently there is another rebel inside the plane who is late for a meeting. |
Smuggler's Run | A rebel may explain that some kind of a delivery of items arrived and they need help. A helicopter (either a Urga Postolka or CS Navajo), presumably loaded with goods, needs to be transported to a drop-off point typically several kilometers away. | Anywhere on land. |
Buggy Delivery | A rebel will ask you to deliver a Urga Ogar 7 V8 because it is needed as a reconnaissance vehicle. | Any liberated military settlement. |
Slippery Slopes | This is otherwise a completely normal vehicle delivery for a motorcycle, but there is a one minute time limit. The difficulty therefore depends on where the mission occurs. | This seems to be exclusive to areas with high points. This random encounter may appear outside Guardia Feno I, Guardia Lacos II and Sancte Lucas. This encounter is particularly rare. |
Juggernaut | A rebel will ask you to deliver a military Urga Fura 570 to a drop point. This is a completely usual vehicle delivery. | Anywhere on land. |
Random encounters which reward a monastery[]
When Rico completes one of the random encounters below, on-screen text will say "The priest at Sancte [name] has returned. Visit him to clear heat if needed." (or something like that) Note: this text will not appear if the monastery was not discovered before hand.

Convoy Rescue | A Rebellion CS Baltdjur is escorted by a Weimaraner W3 and two Urga Szturm 63As. Hijack the Baltdjur and lose the heat (usually level 1 for just taking the vehicle). This encounter will fail if the vehicle is overturned or destroyed. There are 3 rebels inside, who apparently die when the vehicle flips over. If you have trouble losing the heat, drive to a police station at a liberated town or to a liberated military base could work, as there are many rebel NPCs stationed there to help. Since it is amphibious, escaping on water is also possible. Be careful not to throw the vehicle from an extremely high point as otherwise it might explode due to fall damage or lose balance and capsize. | Anywhere on land. |
Firing Squad | 3 Medici Military soldiers are holding 3 Rebellion soldiers at gunpoint on their knees. There are also one or two dead rebels present. The military has arrived in a CS Powerrun 77 and the rebels have a Custode 29 (depending on where the encounter has taken place.) Kill the military. The same event may also take place inland, with Weimaraner W3s present. The rebels are armed with U-55S Pozhars should they be killed. If you choose not to save the rebels or fail to save them, then the three Medici Military soldiers will execute them. The key here is to shoot the two executors quickly then kill the third soldier. | Anywhere in an oppressed town. |
Rebel Breakout | A rebel is transported in a military Weimaraner W3 occupied by a single Medici Military grunt. Hijack the car and lose the heat. When the car is hijacked, the rebel will say a quote (varies). They will not leave the car, so try to keep it upright and away from the line of fire. Once heat disappears and you stop, the rebel will get out of the car and say: "Thanks Rico! I'll be sure to be extra rebellious next time!", among other quotes. Assuming you're not in view of authorities, the fastest and safest way to do this is to hijack the vehicle via grappler, then run over the grunt to prevent enemy reinforcements from being called. Alternatively, since rebel NPCs do not attract heat to Rico, it is possible for others to kill the grunt, and the captive rebel will leave as soon as the driver is dead if there are no other Medici Military units around. | Anywhere on land. |
Getaway Driver | A single rebel wielding a U-55S Pozhar is pinned down by two DRM grunts wielding Prizrak U4s. There are some Stria Facocero wrecks nearby, one of which the rebel is taking cover behind. The rebel will ask for a getaway vehicle and hold off the grunts. Anything that can seat at least 2, such as a Weimaraner or most civilian vehicles, can be used. Once the rebel is retrieved, leave the area and lose any gained heat, then stop and drop off the rebel. | Anywhere in an oppressed town. |
Trivia[]
- "Random encounters" is the official name of this mission type. It's known from a game developer having called them that in a pre-launch gameplay video. Later they were called "Random Encounters" in the patch v1.01 info.
- Just Cause 4 also has similar sidemissions: Random encounters (JC4).
- There's an unused random encounter in game files called "Bombs away". It's reportedly very similar to "Aerial assassination". See also: Cut game content from Just Cause 3.
