Sandbox mode is a game mode in Just Cause 3.
Unlocked at the end of Son of Medici. Notice the very faint small text at the bottom edge of the picture that says something about following Just Cause on Facebook.

Sandbox Mode is unlocked at the end of the last storyline mission: Son of Medici.
Everything that is past the last mission is a part of this mode. The mode differs from normal free-roam gameplay in that there is a chance to fast travel and "re-oppress" any liberated settlement, restoring all chaos objects and enemy presence, allowing players to unleash destruction and blow up chaos objects to their hearts' desires. Re-oppression, if avaliable, does not affect any unlocked rewards and liberation progress.
The player is now free to continue playing the race challenges, complete Random Encounters, compete in leaderboards, complete Rebel drop, finish liberating the remaining settlements in Medici, find all the Easter Eggs in Just Cause 3, get all the Collectable Items in Medici, do Stunts and do anything else, without having to start a new game.
You can also purchase Downloadable content for Just Cause 3, which in some cases adds more missions (not all necessarily storyline). DLC is actually also available for purchase before this mode.
