Surpicco is a town in Just Cause 3.
Description[]
Surpicco is the largest civilian settlement to be found within the province of Plagia. It is built around a ruined church and boasts a town square, lots of shops and rows of cliffside houses. Small sandy beaches can also be found beneath the cliffs. There is a single main road which passes through the town which connects Surpicco to other settlements in the region. The large military base of Vigilator Nord is located in close proximity and can clearly be seen from most locations across the town.
As suggested by its in-game map description, Surpicco is likely a popular tourist destination. This is despite contradicting evidence, like the still smoking destroyed IFV in the town square.
The in-game map description says: "Of what little global media coverage has been given to the plight of Medici, most has mentioned Surpicco in particular - a fact that was hastily parlayed into making it into a tourist hotspot. How this 'hotspot' status stuck is uncertain, but what it's widely believed - by romantic individuals, anyway - that visitors can feel the 'heart' of the island's struggle beneath the battle scars of this very settlement."
According to civilian dialogue, this town has the best markets in Medici, and has the lowest gun mortality rates in the country.
There are two Di Ravello tapes located here, meters apart from each other.
For some strange reason, there is a USV 45 Sokol located on top of some ancient ruins in the middle of the town. Some blood stains can be seen near it and a dead rebel soldier is supposed to spawn here, but sometimes will not appear. The position is overlooking the police station, so it was likely used to take out D.R.M. members. The sniper rifle, along with the other elements of this scene, does not spawn here after liberation.
One other unique thing about this town is that the D.R.M. elites at the police station wield CS Wraith 225Rs. Usually those are only used by D.R.M. grunts. Some of them still wield their standard Prizrak U4s.

Trivia[]
- The "wreak havoc" counter in the police station is broken.
- It's remarkably more difficult to "wreak havoc" in this town than any other due to a lack of enemies, vehicles and sabotage destructible objects inside the police station.
- In fact, to complete the police station, Rico will have to exit the combat zone to spawn reinforcements, then destroy them near the police station. Upon exiting, it is very likely for heat to shoot straight up to level 5 and many military vehicles will spawn out of nowhere.
