Military base liberation

It is said that "during the liberation of this province's base, there seem to be a lot of soldiers armed with high-end weapons such as the RPG M-112 and Mako Ocra"

I just completed that base and not once did I see a soldier with any kind of explosive weapon. I even restarted the same save file twice and not once did I see any kind of rocket launcher.

I may have seen some type of rocket launchers used at some bases, but I don't remember where and I think that's likely random. Then again, low flying helicopters can also create vapor trails with their missiles, which can add to the fog of war. A while ago someone even suggested that the JC1 enemy spawn system could be far more complicated than we think by maybe adding the players vehicle into calculations.
