Tanah Raya Timur Delta is a Communications Outpost in Just Cause 2.
Description[]
It's located in the East Tanah Raya region of Panau. It's a typical outpost for the mountains; it has no roads leading to it and contains a helipad. The other stuff is standard for most outposts; including a Communications Station, the wooden barrack building with a health cabinet and the other stuff around.

The placement of the outpost prevents any westward communication, so the only logical reason for its placement would be spying on all of the area to the east.
