I disagree with the JC2 one. Outside of the mission, there's no threat there, unless you manage to stand in front of the big guns, but that shouldn't even be possible, unless you do it purposely.
Kastelo Singa would be a much better option. Or maybe the Pulau Berapi for its number of rocket launcher soldiers.

Well, I never went there outside of the mission, so I didn't know that.
I haven't actually played JC2 in a long time, so the first thing to come to mind for the hardest base would obviously be the final one.
By the way, why is the progress on JC3 so slow? It's been MONTHS since the game came out and yet we don't even have all the settlements or equipment pages
It was years since JC2 came out before we had all the pages. I'm sure we have all the weapons and vehicles and mission. And about 80+% of the settlements.
Le Galera was easy my second time. The first I died three times. One of the harder ones for me was Espia Bassa , but the second time I did it first try.
It's kinda amusing seeing it try to move in such a small space. It wasn't really a problem. I think it was because that was the first time I encountered the black hand, and I had some crappy machine gun.
on my first playthrough of JC3 it was probably Espia Bassa. But now that i think about it probably Corda Dracon: Centcom, or Porto Le Gratia because of size. But liberation difficulty, probably Le Galera. it took me a while on both of my playthroughs
Le Galera was quite easy for me after I landed an Urga Szturm on the Island with a Hroch, and pretty much kept stopping and using the MG until everything was gone. I had to get out where I pressed the buttons, but cleared most of the soldiers with explosives.
I found a rather easy way of liberation (with FOW enabled). U-7 Dravec. Not a scratch on me. Also it's a good place to rack kills in a CS7 Thunderhawk, almost like a dogfight because the 'bombs' act like heat seeking missiles but much slower.

The thing is, I don't have access to many vehicles in the game.
6. I only have the UVK 13 as my special weapon, but I once found a Fire Leech at a roadside event.
7. Again, I am super laggy and I can't go into combat for over a minute without at least lagging for a couple of seconds. I also cannot drive without lag.
One thing you could to make your game much easier is use the wiki to find what bases you need to unlock which vehicles and complete those first. But stay away from the command bases.
The thing is, I liberated Cima Leon: Centcom right after I did Secret Of Vis Electra. Today, (new years day) I liberated Griphon after 4 attempts. The thunderhawk for me, it's impossible to aim. It took me 2 minutes just to hit the water tower at a nearby town with it.
The Thunderhawk is easy to use even without homing missiles because of JC3's aircraft physics. I recommend the Dravec though, it's so much easier to use on bases.
Well his PC's standards are apparently under minimum standards (had a little chat with him a few days ago) and that's likely affecting game performance as a whole
