No, it wouldn't necessarily take too many crewmen to operate. It all depends on how it's programmed. For example: When the player is driving it, the "camera" could be outside and show us the vehicle (and reasonably the water would have to be a lot more transparent when driving this, or we'd need a sonar screen) and when the player wants to walk around inside it, then just like with the Excelsior and Agency cargo plane, the inside of the submarine could be located under the map, or high in the sky and be programmed like a building. Then it could easily have lots of NPC crewmen inside it.
Do people want the Trieste with torpedoes? It would be fun, but without anything to do underwater it would be useless and boring. The Agency Strikes Back DLC might do something like it, but it would be highly unlikely.
This might be too sci-fi, but imagine bases underwater, with destructible objects. That's where it could come in use. There could also be ruins, which could be some part of some Easter Egg. We could also be having fights with other submarines and other advanced vehicles.

It was originally, from the picture, meant to have a diving suit and other objects under the ocean such as the sunken ship under the ocean, I also saw a shark in the picture and a ton of seaweed with fish and coral.
No, they just meant to have a full underwater environment complete with everything, but it ended up as Cut game content from Just Cause 3. I suppose they would have had a mission taking place there, if they had the environment.

Um, a lot of military vehicles in the game should not be getting driven solo, especially since a lot of them aren't even particularily advanced. For example, the helicopters should have a pilot and gunner.
