Velasco is a character in Just Cause (1).
Personal life[]
Velasco was very rich, considering his 100 meter super-yacht would cost several hundred million dollars in real life. The yacht had several women on it, but it is not known if any of them were his companion.
Career[]
He was the chief of the San Esperito Police Department, loyal to Salvador Mendoza's government.
In 2005, during Good Cop, Bad Cop, a corrupt policeman named Carmona asked Rico to murder Velasco so they could install him instead. After that, Rico stormed his yacht, La Honradez, and killed him.
Carmona later succeeded his position, while an article of the assassination was published in the Gaceta Nacional del San Esperito.

There is a province called Provincia de Don Velasco, but it is not known if that province was named after him.
He is armed with either a Moretti CCW Centurion or Moretti CCW Praetorian.
