The spelling of her name seems to be some type of a running gag, or inside joke.

The below linked interview page at gamingtrend.com spells her name as "Victoria Seitan".
The JC youtube, facebook and twitter used "Victoria Setian". Can be seen in one of the below video titles.
One of the other videos reveals her name at the beginning as "Victoria Seiten".
The record was finally set straight by an interview where she introduces herself as "Victoria Setian".

"Victoria Setian is a writer, designer, and creative producer with over a decade of games and comic book industry experience. She started at DC Comics, working her way up to Creative Executive, where she honed her writing, pitching, branding, and narrative design chops with the Batman: Arkham franchise, Fables: A Wolf Among Us, and more. She soon segued into games production at Warner Bros. Interactive with the Injustice franchise, Mortal Kombat X, and Mad Max, whereafter she pursued studio-side production at Avalanche Studios (Just Cause 4, Contraband). Her experience spans beyond AAA, and includes multiple mobile (Dots & Co) and indie (the upcomingStarstone Guardian) projects. Victoria is an active member of the games industry. She's APX-Certified, an advisor to the NYU Game Center Incubator program, helped pilot the Girl Scouts Game Design patch with Women in Games International (WIGI), and has spoken at GDC with her highly reviewed talk, Changing the Game: Cultivating Female Talentin AAA Studios. Her portfolio of presentations is ever-expanding as she is continually invited to speak and give workshops at different studios and events including San Diego Comic-Con, Playcrafting, NYU, The School of Visual Arts, and more."

Relevant to the Just Cause franchise, she worked as a senior producer, who was overseeing all the downloadable content for Just Cause 4. She became known from multiple interviews where she promoted the Danger Rising expansion.
