It's a small Black Hand outpost, with Black Hand soldiers, and many Chaos Objects to destroy. It also has two weapon crates.
According to the in game description, this is a radar outpost, which monitors the Frontera region. This is also told by the 3 large radar dishes located above the hill, which are also guarded.
