Zona Uno is a location in Just Cause 4.
Description[]
The description on the map states: "Some think this secret facility, shrouded in sandy roam and mystery, is a nuclear test site, but no one ventures close enough to find out."
It's a weather-researching base that specializes in sandstorms and is a major part of Project Illapa.
The desert to the south of here has a debris field, possibly caused by the near-constant sandstorms.
Even though the weather core (big round thing on top of the building) is destroyed in the mission, it can still be seen from about 2 km away. This has something to do with the level of detail.
The base itself is heavily guarded and has a large amount of Black Hand. The base has a high amount of elites and privates guarding it as well as a number of other Black Hand soldier types such as machine gunners, grenadiers, riot shielders, snipers and RPG operators. Interestingly, only one Ghost spawns to the east of the base. The base has such a large garrison that it only spawns ones that are close to the player, or if enough of the previous enemies have been killed (to prevent the game being overloaded with too many enemies).
Strangely, for a base that is extremely important to Project Illapa, Titans only spawn at this base during Operation Sandstinger and no colonels/super elites spawn here. For such an important base, one might think they should be deployed here at all times.
If one downloaded the Dare Devils of Destruction DLC, one of the loading screens will state "Isla Santuario was a prospective site for the Sandstorm Core before the project was moved to Zona Uno."

It's the big building in the desert that can't possibly be missed. Note that this base is constantly surrounded by a sandstorm until you complete Operation Sandstinger.
